Job Description:

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST (COMPTROLLER) of NAVY PERSONNEL COMMAND.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and managing budgets for an organization; 2) Interpreting and applying financial management policies, guidance, and regulations; 3) Leading a financial team or project providing advice or proper procedures; and 4) Developing and/or implementing accounting policies and procedures. You will provide advice on proper procedures and provisions of statues, precedent decisions, regulations and policies for the entire budget.
You will provide overall planning, direction, and execution of the Comptroller Department's functional areas to include planning, programming, budgeting, and execution of resources covering multiple years.
You will cover cradle-to-grave resource management functions including manpower end strength, FTE, and resources encompassing multiple appropriations.
You will ensure all financial management and audit readiness programs, plans and policies are systematically integrated into an overall BUPERS/NPC plan of operation.
You will ensure necessary actions are taken by staff and management officials to fulfill command obligations and successfully efficiently execute day-to-day financial management responsibilities of the organization.
