THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a PROJECT SPECIALIST, Position Description Number D2588000 and is part of the ND 119 Wing, National Guard.
PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. DEFINITION OF AREA(S) OF CONSIDREATION: AREA 1: All onboard NDNG Federal Employees (Tenure 1 & 2) AREA 2: All onboard NDNG Federal Employee (Tenure 3) AREA 3: All NDNG military members AREA 4: All Military Members AREA 5: All U.S. Citizens MAX MILITARY GRADES: MSgt QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. GENERAL EXPERIENCE: Applicant must possess experience, education or training in 1) administrative, professional, investigative and/or technical work; 2) evaluating information and/or using analytical skills to disseminate effective communication; 3) experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; and 4) experience using computers and automation systems. SPECIALIZED EXPERIENCE: Must meet one of the following: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position or LL.B or J.D., if related. (Note: You must attach a copy of your official transcripts.) OR Combination of Education and Specialized Experience according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.) OR One year of specialized experience at the GS-7 grade level or civilian equivalent experience; 1) knowledge of writing, communication principles, methods and techniques; 2) writing articles on routine events of non-controversial subjects; 3) Familiar with using Adobe Photoshop, Adobe Premiere, and MS Office programs.
The Project Specialist is responsible for providing overarching support analysis and recommendations on Public Affairs projects/programs. Applies appropriate management analysis techniques, theories, concepts, and practices to plan, direct, and coordinate program efforts. Administers and evaluates internal management plans, directions, and practices which require consideration and integration of specialized needs. Determines actions needed by other staff elements and follows-up to ensure responses are complete and timely, resolves conflicts, and refers only the most significant problems for resolution. Responds, in a timely manner, to media queries concerning special events, mobilizations, exercises, aircraft incidents, or accidents. Organizes, coordinates, publicizes and conducts periodic events with local organizations. Prepares internal and external public affairs products for distribution.
