Job Description:
Who may apply: Current, permanent DFAS Human Resources employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS Human Resources VRA employees.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as serving as a senior advisor with the primary responsibility of administering or leading a broad program, initiative or team focused on career development, training, recruitment, or talent management. Experience must include providing advisory services, technical guidance and program guideline recommendations to top management officials and program participants; and developing or executing talent management strategies to achieve multiple short and long-term goals with broad impact. Talent Management is defined as: the attraction, identification, development, engagement, retention and deployment of employees. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Supervises and manages the DFAS Talent Acquisition, career development, and internship programs in accordance with the regulations, standards, policies and precedents of the Department of Defense, DFAS, and the Office of Personnel Management.
Partners with DFAS leadership to develop and administer targeted recruitment and career development programs in support of overall DoD and DFAS strategic goals, focusing on maintaining a highly efficient professional workforce.
Oversees the development and coordination of the Agency internship and career development programs; analyzes data and performance measures to continually evaluate program milestones and enhance program delivery in alignment with Agency goals.
Represents the Agency at senior level meetings and conferences and serves as a consultant on committees and organizations focused on talent management and workforce development initiatives within the federal government.
Maintains productive liaison with top management officials within DFAS; partners with DoD and OPM functional representatives, executive branch regulatory agencies, and other appropriate entities on human resource initiatives.
Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing, identifying training needs,, evaluating employees' performance, and carrying out disciplinary actions.
