Specialized Experience: Specialized experience must be documented in your resume. GS-07: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05). You may also qualify for the GS-07 level if you possess 1 full year of graduate level education or Superior Academic Achievement. Specialized experience must be documented in your resume. Specialized experience includes: in a developmental capacity, completing work applying supply management principles, procedures, techniques, and practices to assist with establishing a comprehensive property management program; maintain an agency property program, including concepts and methodologies and their impact on retail and wholesale supply procedures; works with DPAS and/or other automated inventory systems to maintain a property management program; provides guidance on laws, regulations, inventory management operations, methods and techniques to provide recommended courses of action for resolution of discrepancies. GS-09: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07). You may also qualify for the GS-09 level if you possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Specialized experience must be documented in your resume. Specialized experience includes: working with supply management principles, procedures, techniques, and practices to assist with establishing a comprehensive property management program; Maintaining an agency property program, including concepts and methodologies and their impact on retail and wholesale supply procedures; Working with DPAS and/or other automated inventory systems to maintain a property management program; Providing guidance on laws, regulations, inventory management operations, methods and techniques to provide recommended courses of action for resolution of discrepancies. Develops and maintains a comprehensive DCAA property accountability system for items, such as audiovisual, communications, computer and office automation equipment, and other accountable and non-accountable property Incumbent assists Agency's Accountable Property Officer (APO) with both manual and electronic accountability procedures using the Defense Property Accountability System (DPAS) for property issue, transfer, retention, distribution, excess and/or disposal of assets Ensures responsibility for property control at the user-level is in accordance with governing directives, instructions, and manuals and administered by the Component Property Custodians (PCs) Schedules and conducts annual 100 percent hands-on physical inventories both scheduled and periodic spot checks as well as annual reconciliations. Establishes and/or maintains property records, systems, and/or financial records in association with assigned custodial accounts. Maintains a comprehensive accounting of all transactions in order to audit property accounts at the end of the year. Oversees the shipment, inspection, and processing of all outgoing shipments and verifies shipping documentation against actual item(s) shipped.
