GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: To qualify at the GS-11 level, you must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.
As a IT SPECIALIST (PLCYPLN) - T32 (Temporary), GS-2210-11, you will be responsible for technical writing requirements in support of strategic plans, IT Projects, and current C4IM services and associated processes that support both the unclassified and classified networks within the IT departments Area of Responsibility (AOR); and understanding how implementation of guidance impacts end users and the network. MAJOR DUTIES: 1. Works within Plans and Policy section to support Future Operations as well as Project management requirements. Documents infrastructure upgrade plans to support operational surge requirements and projected requirements. Participates in portions of larger continuing studies pertaining to possible additions, alterations, maintenance arrangements or replacement of automated equipment for the network enclave. Assists in technical specification reviews and economic analysis. Reviews/prepares documents for excess equipment and reviews documentation for removal of equipment from applicable records and contracts when no longer required. Assists in the development of technical specifications, and tracks configuration changes to existing baseline. Designs and develops specifications for network equipment, telecom closets, outside cable plant (fiber & copper), and inside wiring in support of Military Construction Army (MCA) projects, sustainment, restoration modernization projects, and local minor construction/renovation/expansion projects. 2. Provides automation and network operations planning (OPLAN) support to OPLAN development. Assures that technical solutions and supporting operational documentation conform to functional requirement, applicable regulations, accreditation standards and architectural design. Conducts testing necessary to guarantee satisfactory performance upon release to live system. Performs prototype testing of hardware and/or software design as needed to validate design solution and minimize technical work. Helps maintain the Information Strategic long-range and short-range plan, continuity of operations, information assurance control documentation and associated drawings. 3. Provide customer service, communicate in verbal and written form, and problem solve. Be thorough when performing work and conscientious about attending to detail. Emphasizes customer service with stakeholders such as clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
