The position description number for this position is 435527. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a non-supervisory, bargaining unit position.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to apply knowledge of architectural and engineering design, construction, and office renovation planning, space utilization, ergonomic principles, and related standards.** Ability to manage projects.** Ability to apply technology. ** Ability to comprehend and assimilate technical information. Plans, directs, coordinates and/or manages facility design and construction projects or project phases related to major organizational functions, programs, or initiatives. Overcomes and resolves technical, project management, and organizational problems using innovative and original approaches. Plans, guides, coordinates, and manages the work of subordinate, secondary, and matrixed resources engaged in accomplishing the missions and functions of the organization. Performs periodic review and analysis to assess achievement of major goals. Provides engineering analysis for special projects, future projects, and advanced planning of new systems and capabilities of all applicable agency programs and areas of concern and responsibility. Participates in preliminary and critical design reviews and determines, develops, and defends requirements. Responsible for operations maintenance and sustaining engineering planning and execution. In coordination with the Chief, Facility Services, the incumbent consults with internal and external stakeholders related to facility construction, major renovation projects, planning, management, fire safety systems, environmental control, and other related matters. Advises stakeholders of agency policies and requirements applicable to construction and major renovation projects. May represent the Chief, Facility Services at meetings and conferences within or outside the Library. Directs, manages, plans, and conducts a variety of diverse architectural, engineering, analytical, and/or evaluative studies related to the assessment of the Library's facilities construction program which may include multipurpose designs characterized by environmental variables or other unknowns. Provides planning, recommendations and advice for determining resources in terms of facilities furnishings and equipment that are necessary to accomplish program goals; determines strategies for achieving program goals within budgetary constraints. Performs management and/or oversight duties in the development of preliminary and conceptual design processes as well as the detailed design of facilities, systems, structures, or equipment. Prepares or reviews, within delegated authority, budgetary estimates prepared by subordinate engineers and contract engineers for large, complex, or costly projects. Reviews cost estimates to ensure consideration of all economical influences that impact cost. Prepares detailed cost estimates to support contract negotiations and procurement requests. Applies the principles of engineering economics such as present worth, cost/benefit, and life cycle analysis. Performs contract development and monitoring activities for planning and design support activities and construction projects. Responsible for the procurements related to major projects, serving as Contracting Officer Representative (COR) representing the Contracting Officer (CO) in technical project execution. Evaluates requirements that will necessitate contract development. Determines whether in-house personnel or contractors will accomplish projects; develops technical requirements, decides methods and types of contracts necessary to meet project or task order needs; resolves disputes that arise. Prepares necessary administrative paperwork, including specific requirements, statement(s) of work (SOW), project schedules, cost estimates, market research report(s), and vendor lists. Determines standard and project management controls for inclusion in SOW products that are incorporated into contracts. Contracts often entail the development of highly complex contractual agreements involving extensive cost and price analysis, special pricing arrangement, and careful and extensive evaluations of contractor qualifications and capabilities. Assists the CO with contract negotiation(s). Evaluates technical proposals, through review of written proposal and technical shop drawings; conducts site visits; amends SOWs as required. Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Approves payments. Reviews benefit/cost and life-cycle cost analyses. Develops SOWs for task orders and follows up on contracts, solving difficulties that may arise between award of contract and final installation/deliverable.
