About the position: This position is Non-appropriated Fund (NAF) and will be assigned to the Resource Management Office on Travis AFB, CA. Regular Full-Time employees are guaranteed 35 hours per week, but may work up to 40 hours per week. Qualifying Experience: Extensive knowledge of laws and regulations governing NAF financial accounting and reporting procedures. Thorough knowledge of the concepts, theories, principles and practices of GAAP and double-entry accrual method of accounting; auditing; budgeting and analysis of financial statements; understanding of legal principles that govern financial transactions and relationships and of accounting files, listings and document control system as well as the relationship between accounts. Ability to apply fundamental and diversified professional accounting concepts, theories, and practices to achieve financial management objectives. Must be able to communicate effectively both orally and in writing to include delivering presentations to senior decision makers. Ability to organize, analyze, interpret and evaluate financial data in the solution of management and accounting problems. Knowledge of account codes, the requirements for processing transactions in automated systems and standard office application software. You will be evaluated on the basis of your level of competency in the following areas: Accounting Fundamentals Communication Financial Management Analysis Lead/Supervise Personnel Systems
Serves as the NAF Accounting Office Manager supervising and managing Subordinate staff. Manages and prepares NAF financial statements for the Morale, Welfare, and Recreation and Lodging Funds based on Generally Accepted Accounting Principles (GAAP) and in accordance with accounting standards set by the Financial Accounting Standards Board. Prepares, examines and analyzes accounting data and reports; provides accounting advice and assistance pertaining to NAF financial functions. Receives and reviews source documents and classifies accounting transactions using the accrual method of accounting; processes paperwork for follow-up actions. Utilizes experience and judgment to review and classify complex or non-standard transactions where guidelines lack specificity. Maintains and reconciles subsidiary accounts to include construction projects, closes accounts, prepares balance sheets and financial statements. Manages, supervises or performs work involved with payroll; Plans, schedules, and sets priorities for the work of subordinates; assigns, directs and reviews their work, ensuring that it is accomplished in accordance with appropriate guidance and standards, and within established timeframes. Performs supervisory personnel management responsibilities including developing performance standards, managing performance through appraisals, continuous feedback and corrective action; initiating disciplinary actions; and managing leave in accordance with guidance and established procedures. Advises and counsels employees on both work and administrative matters. Implements innovative ideas or leverages technology to improve processes, capacity, or capabilities. Discharges security, safety and health responsibilities. Performs accounting functions for all NAF resale inventories. Processes and monitors slow-moving and dead stock item reports at least quarterly for review by activity managers. Maintains inventory subsystem, processes inventory transactions, and completes inventory reconciliation. Occasionally required to work outside normal business hours to support special events. Serves as the main point of contact for audits. Implements and maintains effective internal controls systems to preclude or minimize the potential for fraud, waste, and abuse.
