This National Guard position is for a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER, Position Description Number D1504P01 and is part of the PA 193rd Air Operations Group, National Guard. 1 or more Position(s) may be hired against this Announcement. APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the 193rd AOG AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Military Grades: OFFICER O1 - O3 ENLISTED E8 - E9 Supervisor for this position is Capt Hills Manpower #L0868822 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must indicate 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in non-routine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. *For positions requiring supervisory functions; experience which included responsibility for the supervision and management of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. As a Theater Aerospace Operations Command and Control Officer, GS-2101-12, you will administer refresher and advanced training to ANG military AOC weapons systems positional specialists. Instructs and evaluates rated pilots, navigators, air battle managers, space operations specialists, and other AOC assigned personnel in advanced aerospace operations applications using current AOC systems of record. Interview instructors, pilots, navigators, air battle managers, space operations specialists, and other assigned AOC personnel to determine operational background in their respective weapons systems/specialties. Plan, develop, and present comprehensive courses of instruction on AOC operations skills. Develop and instruct specific courses in all AOC phases of operations. Project unit training requirements. Maintain a thorough knowledge of a variety of specialties to include general and advanced knowledge of AOC assigned weapons systems, U.S. and allied aircraft, space weapons systems, tactical employment of weapons systems, search and rescue, theater missile defense and air tasking order development and execution. Maintain unit positional qualification. Coordinate, plan, and execute Distributed Mission Operations (DMO) and Reach-back operations. Conduct Command and Control over all subordinate elements of the Theater Air Control System (TACS), including airborne and ground based sensors. Plan and execute data link operations critical to maintaining and synchronizing situational awareness in multiple theaters. Brief and instruct operations personnel on mission preparations including: combat planning, weather factors, mission objectives and other agency coordination to ensure effective mission execution. Monitor mental attitudes and individual problems of assigned personnel that might adversely affect mission performance. Incumbents of this position are subject to rotation to perform administrative tasks in any or all of the following Air Operations Squadron program support functional areas: Interface Control, Combat Plans, Combat Operations, Airspace Management, Strategy Exercise/Contingencies, AMD Airlift, AMD Air Refueling, and may oversee the work of 1-3 personnel in the AMOS for less than 25% of the overall work time.
