Job Description:

The primary purpose of the position is to provide assistance and support to the Ambulatory Care Operations Director (ACOD)/Group Practice Manager (GPM) and to all ambulatory care services in the facility and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The selectee is responsible for Primary Care, Mental Health, Surgery, Medicine or Ancillary ambulatory clinics oversight and integration into an efficient Clinic Practice Management (CPM) model.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2025 This position has INDIVIDUAL OCCUPATIONAL REQUIREMENT which is a basic requirement that must be met to qualify for entry into this job series, and it is something that cannot be waived. To meet the basic requirement for the Health System Specialist Occupational series, applicants must meet on the following requirements: Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education an excess of a Master's degree or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Preferred Experience: Healthcare Administration Experience: Prior experience in healthcare administration, especially within the Veterans Health Administration or another similar federal healthcare system. Leadership Skills: Demonstrated leadership and supervisory experience, including managing healthcare staff and overseeing practice operations. Process Improvement: Proven track record in process improvement methodologies such as Lean, Six Sigma, or other quality improvement initiatives. Data Analysis: Strong ability to analyze and interpret data to drive decision-making and improve clinical operations and patient care outcomes. Healthcare Compliance Knowledge: Familiarity with healthcare regulations, compliance standards, and accreditation requirements (e.g., The Joint Commission, HIPAA). Financial Management: Experience with budgeting, financial analysis, and resource allocation within a healthcare setting. Customer Service Orientation: Demonstrated commitment to enhancing patient satisfaction and improving the patient care experience. Project Management: Experience in managing projects from inception to completion, including planning, execution, monitoring, and closure. Communication Skills: Excellent verbal and written communication skills, with the ability to effectively interact with diverse stakeholders, including patients, staff, and leadership. Electronic Health Records (EHR) Proficiency: Proficiency in using electronic health records systems and other healthcare management software. Multidisciplinary Collaboration: Experience working collaboratively with a multidisciplinary team to achieve organizational goals. Education and Training: Advanced education such as a Masters degree in Healthcare Administration, Business Administration, Public Health, or a related field is preferred. Major duties include, but are not limited to the following: Provides access related consultative services, working in collaboration with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs, etc. Reviews and provide input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies. Works as part of an in-house team to ensure a wide range of local factors are considered in the application of national policies and procedures. Reviews and evaluates assigned processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through local GPM group and supervisor. Provides accurate data to ensure that processes and procedures developed are appropriately supported. Assists in the evaluation of outpatient care patient feedback for access and quality measures at the facility. Assists supervisor in coordinating efforts to ensure Clinic Practice Management concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Utilizes an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures. Implements process improvement and training opportunities that support frontline employees in providing predictable, consistent and comfortable customer service experiences for Veterans, their caregivers and beneficiaries. Utilizes advanced principles and strategies for access improvement to review and provide recommendations to Clinical Leads (CLs), including identifying strategies to reduce backlog. Monitors existing or emerging workflow issues; monitors consult management issues and provide guidance to CLs and Administrative Leads (ALs) when required. Collects and analyzes/reports trended data sets; makes recommendations to assist in the allocation of resources. Assists clinic managers in identifying causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations to achieve and sustain quality, safe, efficient, and effective ambulatory care. Assists clinic managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Works closely with clinic managers to formulate budget recommendations for all outpatient clinical services to allocate all available resources to achieve optimal outcomes in access to care and the Veteran Experience. Provides active and well-informed administrative participation in planning for the delivery of health care by taking the-initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Monitors business and clinical analysis recommendations across service lines to determine trends and impact at the facility level. Acts as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues. Other duties as assigned to meet the needs of the Medical Center. Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met.
