Job Description:
Incumbent serves as the Deputy Director for the Human Resources Division and responsible for supporting the HR Director in managing the development and implementation of new or reengineered human resources management tools and processes, and utilizes new technologies to attract, develop, and retain a skilled, high achieving, and diverse workforce.
MINIMUM QUALIFICATIONS: A Bachelor's degree from an accredited university or college in Human Resource (HR) Management, Business or Public Administration, Court Management or a related field; six (6) years of experience in a full range of human resource functions, including at least three (3) years in a supervisory or managerial capacity leading staff responsible for a full range of human resources policies, programs and operations. Must demonstrate experience in at least three (3) of the following human resources areas: talent acquisition, benefits administration, employee relations, position classification, workforce planning, data analysis and performance management. Graduation from the DC Court's Management Training Program may be substituted for one (1) year of supervisory experience. You must provide documentation of your management training (i.e. copy of certificate) with your application. PREFERRED QUALIFICATIONS: Masters degree in Human Resources, Industrial/Organizational Psychology, Business Administration or closely related field Society for Human Resources Management - Senior Certified Professional or Senior Professional in Human Resources or Human Resources Certification Institute certification Experience leading a customer focused, multi-functional organization’s human resources program in developing and implementing improvements to human resources programs and service delivery to meet strategic goals. The Deputy Director of the Human Resources Division operates with full administrative authority in the absence of the Director. Directly supervises the Benefits Officer, Employee Relations Manager, Human Resources Information Systems Manager, and Talent Acquisition Branch Manager. Brief Description of Duties: Directs a positive and customer service oriented Human Resources Management program for approximately 1,400 employees. Ensures and provides excellent customer service in consultative and advisory services to senior leaders, divisions and branches of the court, participating in conferences and meetings, and advising in the planning of new and revised operating programs on personnel related issues. Leads the development of human resources management policies, regulations, procedures, and programs to anticipate and meet the needs of DC Courts and to comply with governing statutes and regulations. Plans work to be accomplished by team members sets priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignments and capabilities of employees. Ensures timeliness and accuracy and pro-actively adjust deadlines due to anticipated or unforeseen circumstances. Identifies opportunities to streamline human resources processes and leverage technology to enhance the customer experience and improve efficiencies. Collect, analyze, and interpret human resources data from various sources, providing valuable insights and recommendations to drive data-based decision-making. Assists in human resources strategic planning and the execution of the strategic plan. Assists in staff development through coaching, identifying developmental needs, establishing learning plans and measuring outcomes. Conducts research on a variety of human resources issues and summarizes key points for presentation to DC Court staff. Assists in establishing and managing the human resources budget, with the ability to defend/justify requests and serves as the Contracting Officer's Technical Representatives for specific Human Resources contracts ensuring performance standards/service levels are met and payments are issued promptly. Serves as human resources liaison with federal, district, state, local and private organizations. Hears and resolves employee complaints, referring more serious unresolved complaints as appropriate.
