A minimum of four (4) years of relevant experience in project planning, estimating, or construction management, OR a Bachelor's degree in a related field and two (2) years of directly applicable experience. Experience with RS Means or similar estimating programs is preferred and must be applied in developing cost estimates and IGEs. Working knowledge of construction methods, trades, materials, and project scheduling. Understanding of UFC, IBC, EM-385 safety regulations, and applicable MCCS/Base policies and procedures. Proficiency in Microsoft Office, Microsoft Project, and familiarity with AutoCAD or other drafting software. Experience preparing technical documents such as SOWs, IGEs, materials lists, and project reports. Ability to interpret and develop technical drawings, blueprints, and specifications. Strong interpersonal and communication skills with the ability to effectively coordinate across departments and with external stakeholders. Demonstrated ability to track multiple projects, meet deadlines, and resolve issues proactively. Must obtain and maintain a valid state driver's license.
This Regional position supports the planning and project coordination at MCAGCC Twentynine Palms, and MCRD San Diego. Responsible for the full lifecycle of facilities-related projects, including planning, estimating, coordination, execution, and post-project evaluation. Develops Scope of Work (SOW), Independent Government Estimates (IGE), and project documentation that reflects the customer¿s vision while adhering to base standards and applicable regulations. This position is based at Camp Pendleton and will require frequent travel to supported installations to include MCAGCC Twentynine Palms, MCRD San Diego and Bridgeport. Creates and interprets floor plans, identifies mechanical and electrical requirements, and prepares specifications for labor and materials in accordance with building codes (UFC, IBC), BEAP, and local base guidance. Works closely with AutoCAD personnel to generate shop drawings and ensures packages are complete for in-house or contracted construction crews. Utilizes recognized estimating tools and techniques¿including RS Means¿to develop reliable cost projections, assess material/labor needs, and establish job sequencing. Prepares bills of material and cost breakdowns for each project with detailed item descriptions and specifications. Collaborates with the Planning & Development team to create work schedules and project timelines. Acts as a liaison between Logistics and other MCCS divisions, Public Works, Environmental Services, Base Communications, and other stakeholders. Tracks project status, interfaces with customers, and provides regular updates to the Logistics Director. Coordinates with Division Representatives and stakeholders to ensure timely progress and resolution of issues. Reviews and applies federal and DoD directives, base orders, and HQ policies to determine project impact and ensure regulatory compliance. Provides recommendations on project execution, integration opportunities, resource allocations, cost estimates, and risk mitigation. Maintains meeting minutes, records of communication, and action reports. Contributes to project debriefs and lessons learned. Demonstrates strong written and verbal communication skills and professionalism across all levels of interaction. Delivers World Class Customer Service with an emphasis on courtesy, professionalism, and responsiveness. Greets customers with a positive attitude, listens actively, and takes the initiative to resolve concerns. Follows through to ensure satisfaction and engages leadership when appropriate. Adheres to all safety regulations and protocols. Uses required personal protective equipment (PPE), practices safe work procedures, and collaborates with the Logistics Safety Officer to develop Activity Hazard Analyses (AHAs) and project-specific Safety Plans.
