Job Description:
This position is part of the Export-Import Bank of the United States (EXIM), Office of the Inspector General (OIG). The AIG for Investigation is responsible for the supervision and management of a major investigative program, investigative operation and/or investigative function; and provides assistance to the IG and DIG in achieving the mission objectives and strategic goals. The pay for this position is based on consideration of the selectee's current salary and other factors.
Executive Core Qualifications (ECQ)- *Required to address in resume* The Office of Personnel Management has identified five ECQs. The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the SL and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential, not technical expertise. Mandatory Technical Qualifications (MTQ)- *Required to address in resume* MTQs are designed to assess an applicants experience relevant to the specific position requirements. 1. Expert knowledge of criminal investigations and law enforcement techniques, theories, programs, and operations. 2. Experience managing, supervising, and leading a law enforcement function. Experience must include identifying, assessing, and implementing law enforcement requirements for an effective law enforcement and criminal investigative program. 3. Ability to coordinate programmatic functions with and communicate investigative results to a range of audiences, including internal OIG and agency stakeholders, other law enforcement organizations, congressional stakeholders, and other Federal departments and agencies. Challenge-Context-Action-Result(s) (CCAR) Model. CCAR Model is outlined below. When addressing the ECQs and MTQs, you may consider utilizing the CCAR Model. Challenge: Describe a specific problem or goal. Context: Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action: Discuss the specific actions you took to address a challenge. Result: Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, particularly, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken. Specialized Experience: In addition to ECQs & MTQs the applicant must have at least one year of progressively responsible executive level leadership and criminal investigations office management experience, directly related to the skills and abilities described above. Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with State or local government, the private sector, or nongovernmental organizations. Failure to meet qualification requirements and all mandatory qualifications listed automatically disqualifies an applicant. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Administers the proper opening and closing of criminal, civil, and administrative investigations.
Develops internal strategic plans aligning with OIG and EXIM goals, using quality management principles and effective solutions to address investigative and administrative challenges.
Oversees projects of marked difficulty, responsibility, and sensitivity that require the exercise of tact, utilization of extensive experience, and various human resource skill.
Supports Inspector General and Deputy Inspector General in implementing administrative initiatives for EXIM and OIG programs, analyzes tends to guide investigations.
