Job Description:

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC), Fredericksburg HCC, in the Prosthetics and Sensory Aids Service. The incumbent serves as a Supply Technician in the Prosthetic Treatment Center. Responsible for assuring that adequate supplies of Prosthetic and Orthotic items are on hand to provide for patient services.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing inventory in a healthcare setting, specifically with prosthetic and orthotic items. Setting and adjusting stock levels, reorder point and maintaining supply support. Monitoring stock levels; performing stock rotations, and ensuring that supplies are available when needed. Experience with procurement processes, including utilizing automated systems like IFCAP. Budget Administration Computer Skills Contracting/Procurement Decision Making Medical Information Speaking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves exertion such as: frequently lifting and carrying light-to-medium weight objects (10 to 30 pounds) and continually walking, bending, stooping and reaching. Upon receipt of inventory incumbent will push loaded carts, store and issue items in crowded quarters while handling some awkward, hard to handle items. Duties include but are not limited to the following: Property Accountability Work Performs property accountability duties or the more routine phases of supply management including inventory of nonexpendable medical supplies and devices, reporting excess supplies, etc. Prepares. procedures for medical supplies and devices inventory and conducts the inventory. Reviews records and data to determine which medical supplies and devices have become obsolete or excess to the needs of the organization. Incumbent manages and controls all inventory transactions for assigned areas in the Prosthetic Treatment Center. Document Control Work Processes supply transactions such as receipt, shipment, and/or adjustment documents. Performs unusually difficult document control assignments requiring extensive and exhaustive searches for required information and reconstruction of records for complex supply transactions. The incumbent has full authority to execute proper inventory adjustments, process stock returns for credit, and make cataloging decisions for inventory items. Maintains all due-in records and processes receipt documents in order to properly add assets to expandable inventory. Monitors due-in actions, back order reports, and delinquent delivery reports and takes appropriate action to keep delinquent deliveries to an acceptable minimum level. Cataloging Work Prepares item descriptions for new items entering supply channels or performs work involved in the publication of stock lists. Writes and/or edits item descriptions for new items entering into supply channels when similar items are not already present in the system. Independently performs a full range of procurement duties utilizing manual data and the IFCAP automated procurement system. Procurement duties include placing purchase/delivery orders, distributing and filing purchase orders, processing amendments to purchases, acting on vendor reclaims, responding to request for payments, resolving disputes on purchases, and closing out each purchase after completion. Inventory Management Work Performs inventory management related duties including elements of item management, materiel coordination, and inventory control. Maintains inventory for items that require frequent intervention, i.e., do not lend themselves to control through normal computerized or variable supply level formula, such as new items that come on the market. Responsible for the procurement of both routine and non-routine supplies. Independently determines the best purchasing and payment method to utilize, i.e. purchase order, IMPAC purchase card, etc. Decisions regarding procurement methods are in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VARR).
