This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have 3 graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation Counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation Counseling differs from Clinical Rehabilitation Counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: LPMHC (Program Manager), GS-13 (Above Full Performance Level) Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in climate controlled clinical and administrative settings. The incumbent will be expected to successfully negotiate various functional requirements: lifting (15-44 pounds), carrying (15-44 pounds), walking (1-3 hours), reaching above their shoulder(s), the use of hands or fingers, sitting (4-6 hours), standing (1-2 hours), repeated bending, using stairs or elevators, functional vision, clear speech, hearing, and emotional stability. There may be occasional requirements to relocate boxed materials from one area to another, equipment and room set-up, and physical inspections of the facilities.
The Licensed Professional Mental Health Counselor (LPMHC) Program Manager is under the Mental Health & Behavioral Sciences Service (MH&BSS) located at the West Palm Beach VA Healthcare System (WPBVAHCS). Duties include providing clinical and programmatic supervision for the Intensive Community Mental Health Recovery Services (ICMHRS)/Psychological Rehabilitation Recovery Center (PRRC) which encompasses the Mental Health Intensive Care Management (MHICM), Enhance Rural Access Network for Growth Enhancement (ERANGE), and PRRC programs. The goal of the programs is to provide intensive clinical case management services to Veterans who have chronic, severe and persistent psychiatric illnesses, who need high numbers of inpatient mental health services, and may be homeless or at risk for homelessness. The program is characterized by high staff to patient ratios, service delivery in the community, a practical problem solving approach, and offers a high degree of continuity of care. The programs utilize a multidisciplinary treatment team approach and clinicians serve as the primary outpatient psychiatric providers/case managers for the Veterans in the program. Duties and responsibilities include, but are not limited to: Serving as the primary outpatient mental health provider independently providing clinical mental health and case management services for eligible Veterans and their family members/support system in the programs. Functioning as a program supervisor and a member of the interdisciplinary treatment teams with regards to all aspects of the clinical program, bringing a supervisory perspective to the team. Implementing and maintaining referral and screening procedures for potential Veteran participants in accordance with national and local policy and the needs of the medical center, MH&BSS Service, and residential programs. Ensuring the ICMHRS/PRRC programs are designed and follow all VHA Directives, Handbooks, MCPs and SOPs, as well as compliance with regulatory bodies Joint Commission and/or Commission on Accreditation of Rehabilitation Facilities (CARF). Interacting with stakeholders within the organization and external stakeholders, engaging in networking, benchmarking and comparison of data is accomplished with other organizations. Performing recovery oriented, patient-focused clinical care in the ICMHRS/PRRC, ensuring safe and timely patient flow, clinic grids are built to ensure the scheduling of appointments are completed in a timely manner to meet the needs of the Veterans and the service, timely access to the ICMHRS/PRRC, and to manage the work flow of all providers in the ICMHRS/PRRC. Providing case management services while utilizing professional skill, objectivity, insight, advanced clinical training, and experience to interpret data and to identify viable treatment options and recognize and address potential high-risk factors, acuity, and needs for services. The incumbent then initiates, follows through, and evaluates the efficacy of interventions. Participating in program evaluation pertinent to the clinical effectiveness of treatment programs (i.e., completing MHICM evaluation and clinical forms as required by Northeast Program Evaluation Center (NEPEC)).
