The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
In order to qualify, you must meet the education and/or experience requirements described below. To qualify for this position at the CP-10 grade level, applicants must have at least one year of qualifying experience that is at or equivalent to the CP-09/GS-11 grade level. Specialized experience is defined as: (1) Technical experience in leading a team that included setting team goals and objectives. (2) Comprehensive knowledge of the physical security requirements of the Congress. (3) In-depth knowledge of physical security inspection and evaluation processes required to apply new theories and developments in physical security. (4) Knowledge of security specialties in resolving major conflicts in the Department's security policies and program objectives. (5) Knowledge and skill in planning for new and far-reaching security program requirements. (6) Knowledge of a wide variety of state-of-the-art physical security equipment and devices. This position is located in the Security Equipment Section (SES), Physical Security Division (PSD), Security Services Bureau (SSB), Office of the Assistant Chief of Police for Protective and Intelligence Operations, United States Capitol Police (USCP). The SSB is responsible for the installation and maintenance of security systems on the Capitol Complex that are used to protect property and national security information for the Legislative Branch. The PSD, in turn, is responsible for short-term planning, final installation, repair and maintenance of physical security systems at the Capitol Complex. The Division evaluates the current condition of physical security equipment and develops life-cycle replacement programs to upgrade all physical security systems on a scheduled basis. It also evaluates commercially available physical security equipment for possible use on the Capitol Complex; works closely with the Architect of the Capitol for the installation of the physical security systems; and provides guidance and assistance to contractors to ensure that established procedures are followed. The SES is specifically responsible for installing and maintaining all the security systems that are designed to protect the Members, staff, visitors, and facilities on Capitol Hill. The Section is also responsible for ensuring that any changes to the PSD security network will not affect the infrastructure of the system. More specifically, the position serves as a technical work leader and is responsible for leading Physical Security Specialists and contractor staff who participate in the development of design engineering specifications for new equipment and devices for electronic security systems at congressional facilities. Works with the team as they adapt security equipment and devices to perform new or different security functions; test and evaluate new systems; and recommend modifications, acquisitions; and new test procedures designed to enhance the performance of the Capitol Complex's electronic security systems. Adjusts the workload to ensure timely accomplishment of assigned team tasks. Monitors and reports on the status and progress of work, instructions on work priorities, methods, deadlines, and quality of completed work. Prepares reports and maintains records of work accomplishments. Directs staff in conducting surveys, compliance reviews, and analyses to identify critical and vulnerable facilities and sites and the threats against them. Keeps current on technological developments and industry/government standards. Coordinates and deploys training, ad hoc demonstrations, and briefings on new equipment with USCP personnel.
