Job Description:
This position is located in the Architect of the Capitol, Office of the Chief Engineer. The selectee will be responsible for supervising professional, technical, supervisory, permanent, temporary and contract support staff in completing and executing the roles and responsibilities within the Planning and Design Division.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-14) grade level in the Federal service. Specialized experience for this position is defined as having experience that demonstrates all of the following: Providing strategic direction and guidance for planning and execution of facility, renovation and new construction programs, projects and activities; Serving as administrative supervisor and providing direction to a team of project managers responsible for items such as: project planning, program planning and management, real estate matters, engineering and architecture, and select energy and electrical systems; Providing oversight and administrative direction for program/project, staff and resources; Working with Congressional leadership and/or oversight and appropriation committees, Members of Congress, congressional staff, management, staff, external agencies and professional organizations to advance program objectives.
The individual selected for this position will perform the following: Supervisory Duties Provides professional leadership and administrative direction for a team of designers, planners, project managers, architects and engineers. Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system; Establishes performance goals, develops individual development plans and ensures a mutual understanding of the performance standards. Provides guidance on performance evaluations, including due dates, adequacy of the plans and evaluations. Provides advice and counsel to workers related to work and administrative matters. Provides for employee skills enrichment and development through identification of opportunities for coaching, mentoring, and training and strives to achieve a standard level of work and collegiality across the team. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Project Design and Program Delivery Leads program delivery teams and intermediate leaders for professional planning, programming, architectural, preservation, and engineering solutions for programs or activities, facility maintenance, renovation and new construction involving major and minor projects, as well as security projects and programs under AOC jurisdiction. Establishes divisional strategic objectives, requirements and objectives for projects ranging in size, budget, and difficulty. Oversees program execution, including development and review of project status, progress, and metrics. Provides management guidance and direction, advice, and decisions; Sets conditions and plans resources to meet agency goals and ensures projects are delivered safely on schedule, within budget and scope. Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging and/or critical agency programs; Provides strategic direction, and guidance for overall project execution. Develops independent assessments of work in progress to evaluate product efficiency and effectiveness. Serves as a consultant on broad projects and programs with national impact and as an authoritative source of information for decisions and guidance concerning changes in operations relating to the management of the total project effort. Exercises initiative and strategic vision to ensure the integration of contract development and management priorities, change management, scope management, time/schedule management, cost management, quality management, risk management and communication management. Oversees applicable and appropriate project controls to include planning, scheduling, modeling workflow, managing fiscal rates, cross-resourcing to optimize overall assets and securing alternate means for accomplishing work when assets are limited. Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Monitors planning, programming, design, and fiscal progress. Provides strategic direction of Contracting Officer’s Representatives for development of Statements of Work (SOW) and oversees selection committees. Provides leadership, accountability and direction in the planning, architectural and engineering oversight of in-house professionals and contractors for the execution of planning, studies and design projects. Resolves design concerns to ensure optimum schedule, cost, scope, acquisition plan, budget, safety and quality. Mentors and provides guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues; Oversees plan reviews and specifications for consistency and ensures that they are adaptable to site and other conditions. Utilizes a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
