Job Description:
You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDANT COST CENTER of NAVAL ACADEMY. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and defending budget estimates to support organizational plans and programs, including reviewing and evaluating funding requests to ensure alignment with financial objectives and statutory requirements; 2) Analyzing and recommending cost-benefit alternatives to improve financial management of programs and operations and advising leadership on the efficient use of available resources; 3) Implementing and interpreting financial policies, practices, and regulations to ensure legal compliance and consistency; 4) Monitoring the obligations and expenditures of funds, preparing financial reports, and ensuring timely and compliant budget execution; and 5) Overseeing accounting, budgeting, and financial management functions using financial systems to support analysis, reporting accuracy, and overall program integrity. Specialized experience must demonstrate the following: 1) Assisting in preparing budget estimates by compiling and summarizing financial data to support funding requests; 2) Supporting the review of budget requests and tracking obligations to ensure compliance with funding limits; 3) Researching standard financial policies and procedures to assist managers in routine budget and accounting decisions; 4) Gathering and analyzing data to support financial studies on funding trends and resource usage; and 5) Monitoring program funds to assist with timely obligations and ensure adherence to financial controls. You will perform managerial or administrative work with accounting systems to include analytical, forecasting, tracking and control of funds, and program work pertaining to payroll, cash control, or benefit systems.
