Job Description:
This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Defense Programs, National Security Division (NSD), Veterans Affairs and Defense Health Branch. As Chief for the Veterans Affairs and Defense Health Branch, this position is responsible for overseeing OMB's role in developing and executing the budget for the Department of Veterans Affairs (VA) and the Defense Health Program of the Department of Defense (DOD).
Qualification Requirements: Your 2-page resume must show demonstration of the Technical Qualifications (TQs) related to this position as well as the Executive Core Qualifications (ECQs) related to all positions in the Senior Executive Service. TECHNICAL QUALIFICATIONS (TQs): All applicants must demonstrate accomplishments that would satisfy the technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.' TQ 1: Senior level experience in budget, program, and policy analysis, with practice in the use of quantitative techniques, particularly with experience in health policy and/or general veteran's issues. TQ 2: Demonstrated ability to communicate concisely and effectively, both orally and in writing, particularly in support of policy processes that often involve short timeframes. TQ 3: Extensive education, training, experience and skill sufficient to analyze veteran's affairs and defense health issues to: plan, develop and conduct analysis of legislative, regulatory and budgetary proposals, and provide recommendations for OMB policy positions. TQ 4: Experience in, or demonstrated potential for, leading teams and/or managing a professional staff to achieve timely, effective, and high-quality results. TQ 5: Demonstrated ability to represent agency policies and positions effectively at a senior level and to negotiate differences to mutually acceptable outcomes with the departments and outside stakeholders. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications. The following Fundamental Competencies are cross-cutting and are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills; Oral Communications; Continual Learning; Written Communication; Integrity/Honesty; and Public Service Motivation. ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
As a Chief, Veterans Affairs and Defense Health Branch, some of your typical work assignments may include: Directing and managing the work of a group of highly-professional program and policy examiners responsible for the budget formulation and execution, legislative and regulatory analysis, and management-improvement focused on the Department of Veterans Affairs and defense health initiatives. Advising and counseling high-level officials of OMB, the Executive Office of the President, and officials of executive departments and agencies on veteran's affairs and defense health issues. Reviewing budget submissions, acting as a chair of budget hearings, and with the Deputy Associate Director, presenting recommendations thereon to the Director, the Deputy Director, and other high-level officials. Coordinating the preparation of, reviewing, and advising on formal documents relative to assigned departments or governmental activities, such as complicated bills, reports, memoranda, Budget and State of the Union messages, special messages, veto messages, and executive orders. Representing OMB in major interagency efforts and presenting completed staff work to senior policy officials in OMB and other Executive Office of the President components.
