This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), Command, Control, & Navigation Systems Product Line (C2PL), Air Branch (C2A) located in Elizabeth City, North Carolina.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Managing and overseeing staff on a day-to-day basis to include assigning and reviewing work and evaluating employee performance. Delivering and managing Command and Control-Aviation (C2A) Branch solutions and services to a large enterprise, encompassing technical systems, processes, and procedures. Decomposing operational, functional, and nonfunctional requirements into technical requirements and specifications, in accordance with established C5ISC standards and practices, for air (aviation) system services. Developing maintenance requirements with expertise for air systems, in accordance with the established C5ISC Reliability Centered Maintenance (RCM) analysis and Maintenance Procedure Card (MPC) development processes and standards. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. You will serve as an Supervisory IT Cybersecurity Specialist (Policy and Planning/Information Security) within C5ISC Command and Control Product Line's Command and Control-Aviation (C2A) Branch, whereas Branch Chief, you will lead a team responsible for providing service development, support and technical expertise for air (aviation) services. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Leading and managing the C2A Branch, providing guidance on project costs, design concepts and performance oversight. Providing recommendations for implementation designs for existing and new air (Aviation Command and Control) systems, ensuring compatibility and scalability. Overseeing budget planning and management to ensure financial resources align with C2A objectives. Ensuring seamless coordination and management of C2A services provided to customers, maintaining high standards of service delivery and satisfaction. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.
