Job Description:

You will serve as a LIFTING AND HANDLING DIRECTOR in the Lifting and Handling Department of TRIREFFAC KINGS BAY.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with weight handling programs, processes and practices to include planning, scheduling and priority establishment. Experience developing and managing long range planning for budgeting, training, manpower, organizational structure, acquisition, replacement and major repair of equipment in the Weight Handling Equipment inventory. Experience with testing, inspections, and certification of weight handling equipment in the electrical, mechanical and structural areas described in NAVFAC-P-307. Experience utilizing project management skills during the overhaul, repair, and modifications in accordance with Navy regulations. Experience communicating and facilitating negotiations on functional and fiscal responsibilities with government agencies and contractors. You will establish and maintain local directives and instructions to implement the requirements of NAVFAC P-307.
You will be responsible for development of instructions and explanatory material to supplement guidelines issued by higher authority and ensure they meet the intent and requirements of NAVFAC P-307 or higher directives.
You will be responsible for establishing an employee training program.
You will keep test director personnel abreast of manufacturers’ operation/maintenance requirements for newly acquired/installed equipment and new/revised requirements from higher authority (NAVFAC P-307).
You will review and evaluate all WHE, material handling equipment (MHE), and rigging accidents for underlying causes and trends and provides recommendations to the Commanding Officer.
You will review the techniques used to measure and improve the effectiveness of the weight handling program through an aggressive audit and surveillance program for operations, maintenance, and training.
You will develop short and long-range plans to provide manning, facilities, material, and equipment to support scheduled and unscheduled urgent work for the organizations covered.
You will establish schedules to support workload forecasts, ensure specialized equipment is available and maintained, and specialized facilities are managed and available.
You will be responsible for the direction and program aspects on non-recurrent special problems of a complex technological nature including an inspection, preventive and corrective maintenance program for TRIREFFAC-KB.
You will identify manpower requirements, establishes position requirements, institutes recruitment actions, and makes final selections on all recruitments as the Department Hiring Manager.
You will ensure materials, technical documents, facilities, and personnel are available to support schedules and shifting priorities.
