This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), ACQUISITION PROGRAM MANAGER AVIATION (CG-931) DIRECTOR OF ACQUISITION PROGRAM EXECUTIVE OFFICER (CG-93), WASHINGTON, DC.
Basic Requirements: This position does not have a positive Education Requirement. EDUCATION: To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. This position is located within the Assistant Commandant Program Executive Officer (PEO) Aviation in USCG Headquarters. The PEO for Aviation IBNSC Division provides integrated logistics life-cycle product development and support to the Programs within the PEO for Aviation. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develop, establish, and implement agency-wide logistics policies and programs to ensure the Coast Guard receives supportable equipment, for all missions. Support the Air Program in the development of logistics documentation. Conduct research and studies to identify the logistics program impacts and resource requirements of designated new, revised, or proposed programs or projects. Identify existing or potential delays, problems, issues; and formulate alternatives for new initiatives. Research and studies may involve technical issues such as: design influence, maintenance planning, technical data, and support (test, measurement, diagnostic) equipment. Ensure policies, procedures and toolsets are coordinated and consistently implemented throughout development, documentation, and implementation of repeatable business practices that emphasize commonality across domains. Plan and manage execution of Acquisition Logistics to ensure all elements of logistics are addressed in a standardized manner and meet USCG objectives, as well as program performance thresholds. Assist Acquisition Program in the development of Life Cycle Cost Estimates (LCCE) and the management of the logistics program to ensure LCCEs are met. Works closely with contractors, industry partners, program managers, and subject matter experts in an Integrated Product Team (IPT) environment to analyze and define activities and support efforts required to achieve support objectives and milestones. Assist in establishment of and adherence to sound configuration management practices. Work closely with Acquisition Project personnel to coordinate the design, development, and/or integration of related logistics elements while providing guidance on the management of associated risk in accordance with the Risk Management Plan. Drive implementation of USCG ILS strategic goals and objectives and assist with the design of a supporting ILS architecture that addresses all validated ILS requirements across all Surface programs. Specialized Training Required: Successful completion of: - Department of Homeland Security Life Cycle Logistics (LCL) level III certification. (Life Cycle Logistics Level II is required within first year of appointment.) - Department of Homeland Security Program Manager (PM) Entry level certification. - Department of Homeland Security (DHS) Contracting Officer's Representative Level III training in accordance with the DHS Management Directive (MD 0780.1)
