The Program Manager is responsible for management of all administrative and clinical aspects of the PTSD Clinical Teams (PCT) at the North Florida/South Georgia VAHCS, located primarily on site at Gainesville. The PCT Program Manager must form and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts are employed to ensure the safety of the staff of NF/SGVHS and the Veterans we serve.

Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Supervisory Social Worker candidates must have the following: Experience/Education: Must have at least one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. AND Licensure/Certification: Social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. The work may require using appropriate techniques to physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects. Some of the work is performed in a setting away from the office, where the environment cannot be controlled. The incumbent must be able to safely operate a government owned vehicle for the purpose of travel to facilities within the NFSGVS to meet with PCT teams.
This is a multi-discipline posting. The PCT Program Manager will serve as the foremost system-wide authority regarding all aspects of evidence-based practice for Posttraumatic Stress Disorder intervention. The PCT Program Manager is responsible for 16 FTEE who collaborate to ensure all processes and services are fully functional. Direct reports include clinical and admin staff. The Program Manager collaborates effectively with the Executive Leadership Office, VA Police, and program leaders and service chiefs representing all areas of operations in our System on an ongoing basis. Major duties of the position include but are not limited to: Serves as the subject matter expert in evidence-based practices for PTSD. Well-informed of national guidelines, clinical practice guidelines, and performance measures related to occupational standards. Provides consultation and facilitates training for staff providing care to Veterans with PTSD throughout the NFSGVHS (including staff located in 2 medical centers, 3 large outpatient clinics, and 9 community-based outpatient clinics). Works with staff throughout the NFSGVHS to identify barriers to Veteran access to effective care for PTSD. Diagnoses mental disorders, and conducts psychological and/or cognitive function assessments and neuropsychological screenings. Provides a full range of therapeutic interventions for Veterans presenting with PTSD through a variety of modalities including evidence-based practices and adjunctive interventions including individual and group psychotherapy, family therapy, consultation, rehabilitation, and psychoeducation. May serve as a consultant to other medical center staff and trainees and assist in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients. Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate The Program Manager is also responsible and accountable for all clinical and administrative activities and functions in this section. The Program Manager will be responsible for program development, implementation, operations and performance improvement activities to include: Supervises 15 clinical and 1 program support staff in 2 locations. Makes informed decisions about local productivity and performance priorities. Establishes performance goals, monitors productivity and provides feedback to staff. Collaborates with professional discipline leads to complete annual performance evaluations, special contribution awards, and address staff performance concerns and disciplinary actions. Effectively addresses conflict, when it arises, amongst the multi-disciplinary team to minimize impact on Veteran care and maximize team performance.
