This vacancy is for a GS-0391-12, Telecommunication Specialist, GS-0391-12 located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-C5ISC SPECTRUM MANAGEMENT SECTION-JUNEAU AK.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Communicating national or international radio communication laws and regulatory processes; and Providing technical advice and assistance on complex radio and related telecommunications matters; and Making decisions or recommendations to significantly change, interpret, or develop policies or programs in the emergency or public safety telecommunications arena; and Utilizing Software Program Spectrum XXI, and spectrum management planning. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Telecommunication Specialist, GS-0391-12 and be responsible for resolving issues involving conflicting telecommunications requirements. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Managing and providing administrative, information resource management (IRM), and technical support to the Coast Guard's HQ, Atlantic, and Pacific Areas for the frequency management program. Overseeing the day-to-day work of the regional spectrum managers and providing management and direction to ensure accuracy and compliance of their spectrum assignments and frequency planning work. Serving as a technical staff manager supporting the use of radio frequencies for law enforcement, command and control, radio navigation, and distress and safety purposes. Managing the Emergency Readiness Program for the use of the radio spectrum during national emergencies, devising plans and initiating action to provide a reserve of assets to support requirements. Responding to problems or inquiries initiated by other users of the frequency spectrum with the objective to protect Coast Guard frequency resources. Managing the procurement and distribution of data material of the International Telecommunications Union (ITU) maritime services publications for the Coast Guard. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.
