INDIVIDUAL OCCUPATIONAL REQUIREMENT: Employee needs to meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions:https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: Plans, organizes, directs, and coordinates significant and complex projects which represent critical segments of major operating programs, electronic circuits, embedded computer systems, avionics systems, automated test equipment, operational flight plan software, electronic warfare systems, circuit elements, equipment, software, firmware, integrated systems, and associated phenomena concerned with electromagnetic or acoustical wave energy or electrical information for purposes such as communication, computation, sensing, control, measurement, and navigation; skill with applying a broad knowledge of a diverse number of engineering practices, techniques, and processes to identify and resolve difficult issues. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: -Knowledge of professional electronics engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to system design, architecture, and integration. -Knowledge of systems engineering issues and best practices sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of electronic systems or devices. -Knowledge of other engineering disciplines and standard acquisition regulations, practices, and procedures. -Ability to analyze data and establish requirements for technical objectives and characteristics. -Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
-Perform professional electronics engineering work in support of the acquisition, development, or sustainment of weapon systems, subsystems, and/or support equipment. -Develop system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. -Perform analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects. -Perform development engineering for systems and devices Desired Skills: -At least three years of experience in electrical/electronics engineering is desired. -Knowledge of development testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment is preferred. -Knowledge of integrated air-vehicles, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of electronic systems or devices is valued. -Strong background in professional engineering principles; Systems Engineering; Digital Engineering concepts is a plus.
