Job Description:

The incumbent serves as a Transportation Assistant - Transportation Coordinator acts as primary contact to Veterans for transportation needs. The incumbent works with the Veteran Transportation Service (VTS) Supervisory Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the Veteran Transportation Services program.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-05 you have must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing written instructions and a variety of correspondence; performing data entry into an automated system; scheduling appointments and admissions; collecting, compiling, and tracking data; and ensuring compliance with regulations and procedures. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a 4-year course of study leading to a bachelor's degree OR, Combination: Applicants may also combine education and experience to qualify at this level. Education is in the excess of the first 60 semester hours (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and application of body of transportation regulations, methods and practices; Knowledge on how to extract information and mileage from a road atlas and city street maps and the ability to interpret contracts for transportation services; Communicating effectively. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary in nature. No unusual physical demands are placed on the employee. Probationary Periods: The first year of service of an employee who's given a career/career-conditional appointment in the competitive service under the Civil Service Regulations is a probationary period unless specifically exempted by the appointing authority. At least 60 days prior to the end of each employee's initial probationary period or trial period, management officials shall, to the extent practicable, meet to discuss the employee's performance and conduct (based in part on input from the employee's supervisor), the needs of the agency, whether their continued employment would advance the public interest, the organizational goals of the agency, and the efficiency of the service Within 30 days prior to the end of each employee's probationary or trial period, management officials shall determine whether to finalize the employee's appointment to the Federal service, or whether to terminate their service. Before the employee is terminated, they shall be notified in writing of the effective date of the action.
The coordination of transportation function is multi-faceted and diverse. The three major areas of responsibility are: (1) Scheduling, Data Collection, & Tracking Support; (2) Consult Management responsibilities; (3) Program Support responsibilities. The incumbent must have knowledge of clinical services, related software, and programs as they relate to clinical computing and office automation. Major duties include but are not limited to: Performs work involving consult management, appointment scheduling and admissions scheduling. Daily responsibilities include collecting, compiling, and tracking data and statistical information in support of Veteran Transportation Service (VTS). Performs a basic analysis of the data and generates a variety of reports. Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system. Coordinates service practices that decrease waits and delays for patients in all specialty areas. Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations. Plans for, organizes, administers, and directs how the work will be accomplished for the VTS program. Planning responsibilities require consideration of support services e.g., systems management, operations, workload forecasting, review, and reporting of data/statistical results of program/project studies, vehicle maintenance and repair, etc. Coordinates the day-to-day operation of VTS program flow, processes, and functions. Plans and provides support services in the following types of program areas: electronic records management; driver scheduling setup & management; space utilization services. Provides advice to operating managers and supervisors on how provided services assist in accomplishing their missions and programs. Performs other related duties as assigned.
