Job Description:
The primary purpose of this Management and Program Analyst, GS-12, position is to support the Compliance and Internal Control Program Office (CICPO) Director by managing Member Services compliance requirements related internal controls, compliance, performance tracking, and deficiency management which impact Member Services key nation-wide programs (Health Eligibility Center, Health Resource Center, Veterans Transportation Program, and Pharmacy Services).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2025. Time-In-Grade Requirement (GS-12): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience as described below. Specialized Experience (GS-12): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience (include but are not limited to): 1) Analyzes and develops new approaches to complex problems and to plan, manage, and coordinate complex work assignments 2) Performs special or confidential projects, analyzes program goals, and accomplishments in areas of specific interest 3) Plans, organizes, and carries through to the completion of program plans, policy analyses, data collection, legislative interpretation, and analytical studies 4) Determines the spectrum of projects, the methodology to be used, and provides in-depth analysis 5) Devises new ways to measure and assess administrative program accomplishments, results, and effectiveness 6) Tracks data related to enterprise level risks, corrective action plans, performance measures, and other required reports 7) Regularly briefs management on the status of internal control deficiencies and corrective action plans for the remediation of associated risks You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Analytical Thinking Information Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Physical Requirements: The work requires the employee to utilize light physical exertion to stand, sit, bend, reach, lift light objects such as books, papers, and files. Major Duties Include (but are not limited to): Reviews material submitted by team members and ensures quality and reporting standards are met prior to submission to the Director and/or other senior leaders; Provides standard communication and direction to team members to ensure assignments, projects, strategic plans, and timelines are effectively met; Tracks, monitors, and ensures completion of assignments and information requests from senior leaders; Provide policy analysis skills to assess the impact of organizational structures, procedures, and policies; Performs evaluation techniques in analyzing data to prepare recommendations on program areas assigned; Tracks and reports risks to meeting plans outlined in operational plans and evaluates the impact across the enterprise; Advises management and/or leadership on the development of policies, plans, guidelines, and proposals; and Standardizes reporting and communication to agency program offices to ensure leaders have relevant compliance and risk related information for the decision making process. Promotion Potential: This GS-12 Management and Program Analyst position is being announcved at the full performance level.
