Job Description:

This position is in the Office of the Secretary, Office of the Executive Secretary, Department of Veterans Affairs (VA), where the incumbent serves as the Director for Executive Writing. This role includes several functional areas of responsibility including project management, quality control, and supervision. This opportunity is only open to displaced/CTAP eligible employees. IAW 5 CFR. 330.601, CTAP eligibles must hold or have held at least GS-14 position. This must be supported by the SF50.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/11/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Demonstrating superior reviewing, editing, and writing skills; 2) Evaluating programmatic data to resolve inconsistencies and propose innovative solutions to challenging problems; 3) Providing direction, guidance, and leadership for a team while ensuring coordination and continuity of efforts of supervised staff; 4) Planning and ensuring subordinate work is accomplished in accordance with established and emerging policy and practice; 5) Setting priorities and assigning work to subordinates; 6) Developing long- and short-term goals for a functional area in support of organizational goals while establishing internal controls and reporting requirements, as appropriate. Provides direct supervision of functions critical to internal operations, quality control of correspondence and resource management. The Director is responsible for supervision of the Executive Writers and liaises with the Office of Secretary's Administrative Operations in providing advice and support to the Executive Secretary and Deputy Executive Secretary on human resources, budget and financial management, and correspondence management. Manages a subordinate staff of Executive Writers. Establishes multi-year plans for subordinates to accomplish assigned responsibilities. Plans and ensures work is accomplished in accordance with established and emerging policy and practice. Sets priorities and assigns work. Works with the Director of Administrative Operations and appropriate human resource officials to recommend and, upon approval, implement hiring and talent management strategies. Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Supervises the work of detailed employees. Leads, motivates, and develops employees, establishing performance objectives, initiates performance-based actions and awards, and ensures all mandatory training has been accomplished by assigned staff. Provides direction, guidance, and leadership for the Executive Writers and ensures coordination and continuity of efforts of supervised staff. Develops long- and short-term goals for the Executive Writer functional area in support of organizational goals. Develops performance measures for Executive Writer functions and assigned staff. Establishes internal controls and reporting requirements as appropriate. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
