Job Description:
This position is located at Departmental Offices, Deputy Assistant Secretary of Human Resources and CHCO, Office of Human Capital Policy. This position will serve as an Employee and Labor Relations Specialist with primary responsibilities of Departmental Policy for Employee, Labor and Performance matters, oversight of the Department's performance management audit program and originates executive briefings regarding employee trends and patterns in misconduct, job performance and work attendance.
You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized experience for GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) experience in ALL of the following: Advising on performance and conduct related employee issues; AND Researching and applying case law; AND Advising and supporting management in collective bargaining activities including interpreting collective bargaining agreements, negotiation strategies and third party disputes(mediation and arbitration); AND Drafting Department-wide or bureau-wide employee relations or performance management policies and guidance. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
As a/an Human Resources Specialist (Employee / Labor Relations), you will: Evaluate and make recommendations concerning overall program plans and objectives. Provide technical advice to bureaus regarding any employee, labor or performance management matters. Lead or participate in the development and maintenance of Treasury policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects.
