This position is located within the VA Eastern Oklahoma Health Care System (VAEOHCS) at the Jack C. Montgomery VA Medical Center in Muskogee, the Ernest Childress VA Healthcare Clinic and/or Jim Mountain Inhofe Medical Center in Tulsa, Oklahoma. The primary function of the Laborer is to perform recycling, segregation, collection, and disposal of medical and solid waste streams.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Dexterity and Safety Interpret Instructions, Specifications (other than blueprint reading) Use and Maintain Tools and Equipment Without more than normal supervision Work Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Major Duties include but are not limited to: Proper handling procedures to ensure there is no cross contamination of waste or recycling items. Deliver equipment and/or supplies to other facilities in the Healthcare System Incumbent must follow applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs Operating machinery to unload and load heavy materials along with managing the use of dollies with heavy materials safely. Incumbent will be required to separate, stack, carry, and load/unload materials and supplies. Operate a Forklift. Most of the work required for this position involves twisting, climbing, crawling, lifting, bending, crouching, leaning, stretching, sitting, standing, stooping, and carrying. Tasks require regular and often heavy physical effort, including lifting, carrying, and moving items that may weigh 50 pounds or more. Must have general knowledge and skills of OSHA Safety guidelines pertaining to the safe operation of equipment. Gather cardboard, solid waste, medical waste and pallets from various locations within the medical center. Communicate and treats customers (Veterans, families and or their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Work is performed in both clean and contaminated areas, and the incumbent is required to use appropriate personal protective equipment. Other duties as assigned Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m. Position Description Title/PD#: Laborer/PD10946A Physical Requirements: This position requires the incumbent to frequently lift, push, carry, and move heavy items weighing 50 pounds or more. Tasks may involve pushing or pulling carts, dollies, and loaded containers, as well as using manual or powered equipment. These items may be lifted with the assistance from other co-workers. Assignments required for this position may involve twisting, climbing, crawling, lifting, bending, crouching, leaning, stretching, sitting, standing, stooping, and carrying. Safety equipment is available and will be issued to the incumbent in order to minimize the possibility of injury. The incumbent performs duties and environments that may be dirty, dusty, or involve exposure to odors, waste materials, or harsh weather conditions. Work is typically performed both indoors and outdoors, including in utility areas, loading docks, or contaminated places where protective equipment is required. The incumbent may come into contact with potentially hazardous materials, including regulated medical waste, and must follow all safety protocols to minimize risk. The use of hand tools, carts, and other equipment is routine, and tasks are often physically demanding. Care must be taken when performing assigned duties, as mishandling tools, equipment, or materials can result in injury due to the physical nature of the work and the weight and movement of items being handled.
