The purpose of this position is to serve as the Supervisory Clinical Laboratory Scientist (CLS) at the Daniel Kahikina Akaka VA Clinic located in Kapolei, Hawaii.

Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A bachelor's degree or higher from an accredited college or university. Certification: You must possess a current certification as a MLS, MT, or Categorical or Specialist certification given by the ASCP, ASCP-BOC, ASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision. Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions. (2) If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. (4) Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. (5) Employees initially grandfathered into this occupation who subsequently obtain certification that meets all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Physical Requirements: The incumbent must be able to perform moderate lifting up to 20 lbs, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
Total Rewards of a Allied Health Professional The incumbent will perform the full range of supervisory duties of the laboratory; including assignment of work performed; conducting performance evaluations; recommendations for appointment; awards; advancement and disciplinary actions identification of continuing education and training needs. The incumbent ensures compliance with accrediting agency and regulatory requirements under the direction of the VAPIHCS CLIA Lab Director, Lab Manager, and Ancillary Testing Coordinator (ATC); establishes and monitors the quality of the pre-analytical, analytical, and post analytical processes as part of the overall laboratory quality management program and initiates corrective action. The incumbent will develop policies and standards of work, management of document control, responsible for reviewing and signing of records and reports, analysis of testing methodologies, training, instrumentation validations and correlations, and compliance. Incumbent will perform testing and coordinate staffing coverage as needed. Responsibilities include administrative management of the lab to inclusive of collaboration on budget execution with the Lab Manager, staff orientation, and competency assessment of the assigned staff. The supervisor will maintain effective interdepartmental relations with other services in order to accomplish medical center goals. Coordinates and performs training of testing staff and manages competencies for phlebotomy, Point-of-Care (POC) testing, and moderate complexity testing with lab staff and non-lab staff performing testing in other service lines. On occasion the incumbent may be required to travel to other VA facility sites or vendor training centers for new operator training, other educational opportunity, or for laboratory staffing coverage. Additional duties and responsibilities may be required to ensure the successful operation at this ancillary lab site.
