The Raymond G Murphy Department of Veterans Affairs Medical Center is currently recruiting for one (1) Program Specialist to work in Nursing Services Albuquerque, NM. The incumbent serves as an Equipment Integration Specialist and reports directly to the Associate Director for Patient Care Services (ADPCS).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: OR, Specialized Experience: GS-11: In addition to time in grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: distribution and placement, maintenance and calibration, employee training of appropriate equipment use, tracking of effective life, upgrade and replacement, manage equipment procedure and training, equipment status, and equipment effectiveness. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree 3 full years of progressively higher level graduate education leading to such a degree related LL.M. You will be rated on the following Competencies for this position: Administration and Management Data Management Financial Management Production and Processing Preferred Experience: One year of inventory management and procurement experience with both expendable and non-expendable equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary with some walking, bending and carrying of light/heavy items that are delivered for the physical movement of all types of supplies. Duties include but not limited to: Direct, plan, operate, and coordinate the implementation of medical equipment on all inpatient units throughout the hospital. Evaluate the effectiveness of non-expendable medical equipment located in all services under the ADPCS with respect to their ability to enhance patient care outcomes. Review staff training records to ensure appropriate operations of medical equipment. Develop equipment integration initiatives, including cost analysis and timelines for inclusion into budget projections. Evaluate data sets regarding patient care outcomes as they relate to the use of medical equipment to determine efficiency of practice and potential changes to procedure and/or training methods. Establish controls for data preparation on non-expendable reports. Serves as the Custodial Officer's Ell delegate and maintains inventory of expendable and nonexpendable property for the Service. Oversee the equipment program with responsibilities and requirements that include: Coordination with Biomedical Engineering Technicians for proper operation, repair, and technical maintenance at the point of use locations. Establish par levels and prepares equipment budgets for each department and assists the management staff and all in-patient units with preparation of the equipment budgets. Prepare, research, and maintain the equipment requests and initiatives for the service. Creates and prioritize an equipment summary detail and justification to review with the Business Manager, ACN, and ADPCS. Prepare and present the annual budget for the service and is the subject matter expert, aiding other Services with the preparation of their budget. Report the monthly funding status report by service to FMS budget for the service. Act as the technical advisor and consultant on medical equipment matters to the ADPCS, Associate Chiefs, Business Manager, and all in-patient Nurse Managers, and is relied upon by other services to give authoritative advice in planning and conducting their programs, that collaborate with Acute Care Service; such as Surgical Service, SPS, Logistics, Engineering Service, and Contracting. Serve as the Contracting Officer's Technical Representatives (COTR), for Services under the ADPCS. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
