Bachelor¿s Degree from an accredited college or university in a field appropriate to the work of position AND a minimum of THREE years¿ experience and comprehensive and thorough knowledge of EEO laws, regulations, Executive Orders, court decisions, etc., and skill to apply this knowledge to a variety of difficult and complex work assignments; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge of the Marine Corps NAF organizational structure, management policies, personnel procedures, and practices of the Agency. Thorough and detailed knowledge of and skill in using, methods and techniques for the EEO program including fact-finding, analysis and resolution of complex problems. Ability to establish and maintain effective relationships with, and gain the confidence and cooperation of employees, supervisory and managers on difficult and complex issues. Ability to express self orally and in writing in a highly professional manner, sufficient to prepare and conduct briefings to an audience of high-ranking military and civilians, to meet and deal with diversified groups, individuals and organizations, to compose written reports and material clearly, concisely and effectively, to prepare and present findings and to recommend and/or carry out specific action(s) regarding difficult issues, and/or develop and provide program training, and/or prepare instructions. Ability to travel, if required.
Provides expert technical advice and guidance to the NAF workforce on all matters of EEO to include the Complaints Program, Disability Program, MD-715, Training and analysis of the workforce, and services as the NAF Affirmative Employment Program (AEP) Manager and Subject Matter Expert (SME) on NAF personnel policy. Supports the DEEO in developing, directing, and implementing Marine Corps-wide EEO programs. Establishes and maintains working relationships and contact with NAF and Appropriated Fund (APF) Human Resource Offices (HRO) to discuss matters of mutual interest with respect to implementation of EEO plans and objectives and EEO complaint processing and resolution of issues before they become problems. ; Reviews the adequacy and effectiveness of plans, programs, and achievements impacting the NAF workforce. Identifies specific and/or potential problem areas impacting equality of opportunity within the NAF workforce and recommends necessary action for their resolution to the DEEO. Participates in the development and review of the workforce within NAF occupational and geographical areas. Performs a continuous review of the NAF workforce composition and progress being made towards the goal of full integration in all occupations, at all grade levels, and within all organizational segments. Participates with line and staff managers in the development and/or review of all Marine Corps programs effecting NAF employment that impact the EEO Program objectives. Assesses attitudes and practices toward minorities and women through interviews, and questionnaires. Collaborates with training specialists to help employees and supervisors become more aware of EEO Program objectives. Participates in and/or conducts training sessions related to EEO matters. Provides coordination, assistance, and encouragement to Marine Corps commands in the development and execution of NAF EEO Programs. This coordination has the potential to encourage self- development and aspiration for advancement. Conducts equal employment opportunity reviews atNAF activities as necessary. During the course of such reviews, employs a number of techniques: Interviews and meets with employees, supervisors, command officials, union officials, and officials of community groups; reviews personnel records in the areas of employment, promotion, training, and employee relations; reviews statistics pertaining to occupational and grade distribution. Provides entrance and exit briefs to the activity head and provides a written report to the DEEO containing recommendations for signature by the Commandant of the Marine Corps (CMC). Assists the DEEO with processing controversial/political or sensitive NAF complaints from field activities that are escalated to this office. Counsels employees; ensures the timely, fair, and impartial consideration and disposition of complaints; schedules prompt investigations of complaints, negotiating for informal adjustments whenever possible; maintains and secures all documents pertinent to complaints. Arranges for formal hearings as required; and makes final decisions as authorized on formal discrimination complaints. Performs audits on NAF complaints processed by field offices. This is a white-collar position where occasional lifting up to 20 lbs may be required. Performs other related duties as assigned.
