This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Acquisition Programs Directorate (CG-93), CG-SEA-A8 located in Washington, District of Columbia.
To qualify for the Program Manager, GS-340-15, you must have one year of specialized experience equivalent to at least the GS-14 grade level in the federal service. Specialized experience should demonstrate skills in: Leading acquisition related project teams; adhering to established plans for acquisition programs; identifying and proposing solutions to planning program issues; participating in resource planning for acquisition related programs; preparing program status reports marking cost, schedule and performance; and analyzing functional requirements of programs, operational standards and measures of effectiveness. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as a Program Manager and be responsible for overseeing all facets of CG-93 acquisition programs. Serves as the primary point of contact for acquisition related program management inquiries, prepares information and decision briefs, and provides direct oversight and coordination of critical acquisition program management functions. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Directing the development of strategies for planning and developing major (level I and II) and non-major (level III) programs and ensuring the acquisition program baselines and are properly executed within approved budget, cost, schedule and performance ranges, and report adverse trends when observed. Lead collaboration and development of long and short-range acquisition planning efforts for CG-93, working closely with other CG-93 Domains and other CG office stakeholders. Reviews long- and short- range plans, resource projections, priorities, justifications, etc. presented by the PMs. Makes decisions on planning efforts that can be undertaken within existing resource levels and advise on the impact of efforts that require additional resources. Prepares and contributes to reports and other presentations on program planning and evaluation. Manage matrixed team of military, civilian and contractor staff on the implementation of new information technology capabilities to the enterprise while maintaining compliance with Federal, DHS and USCG acquisition policies and governance.
