Job Description:

This position is assigned to the Farm Production and Conservation (FPAC) Business Center (BC), Grants & Agreements Division. PLEASE NOTE: This is a full time, detail/temporary promotion opportunity. Initial action will be not to exceed one year but may be terminated earlier or extended as needed in compliance with policy. The maximum appointment length may be extended up to 5 years. Applicants must meet all qualifications and eligibility requirements by the 07/29/2025 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. This is a full time, detail/temporary promotion opportunity. Position may be made permanent without further competition as per agency policy Specialized Experience for the GS- 13 level: Applicants must have one year of specialized experience in the Grants Management field equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: Providing a broad range of technical leadership and advice, guidance and direction in managing and administering grant and agreement programs for multiple customers. Experience developing, planning, coordinating and administering complex functions involving life cycle support and management of grants and agreements. Responsible for independently leading, planning, overseeing, and carrying out outreach and technical assistance agreements,
Function as Cooperative Agreements Specialist in managing and administering the most complex agreements
Serves as an expert technical resource on all aspects of planning, coordinating and administering cooperative agreements.
Provides comprehensive customer service and technical guidance on agreements functions.
Collaborates with FSA Grants and Agreements Office and other USDA agencies on the implementation of new technologies and systems, and changes in policies, practices, processes, and operations.
Leads and directs the provision of lifecycle support, execution, and management of cooperative agreements.
Generates various reports pertaining to agency’s outreach agreements functions, in response to requests from management.
