This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8800 Aircraft Overhaul Family QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to Lead or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to supervise subordinate work activities and functions and implement sound personnel policies, practices, and procedures through subordinate supervisors. (screen out) Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. Knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. FUNCTIONAL REQUIREMENTS: Hearing (with or without aid). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). The primary purpose of this position is: to serve as the Deputy Maintenance Superintendent Air Reserve Technician (ART) in the Aircraft Generation Squadron (AGS), Maintenance Squadron (MS), Rescue Group (RQG), or Rescue Squadron (RQS). In this capacity serves as the deputy senior technical supervisor over subordinate supervisors and workers engaged in the total aircraft maintenance functions. Additionally, trains reservists in the duties and responsibilities set forth herein. Perform work planning responsibilities. Plan on a quarterly or longer basis the overall use of personnel and other resources in two or more separate organizational segments or groups controlled through one or more levels of supervision. Perform work direction responsibilities. Assign and explain work requirements and operating instructions to subordinate supervisors and set deadlines and establish the sequence of work operations to be followed. Perform administrative responsibilities. Participate with subordinate supervisors/employees in the development of performance plans. Advise them in advance of performance expectations. Provide feedback on strengths and weaknesses. Appraise performance of subordinate worker(s) and supervisors in accordance with regulations.
