The Mental Health Service is hiring one Supervisory Social Worker for the Cheyenne VAMC located in Cheyenne, WY.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determination GS-13: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.(f) Ability to provide staff training and development. Preferred Experience: Possesses advanced practice skills in administration, supervision, and management. The Full Performance level for this position is GS-11. This vacancy is hiring at the GS-13. Major duties and responsibilities of the position include but are not limited to the following: Management Functions: The Supervisory Social Worker has primary accountability for developing written statements of the program's mission and desired outcomes, for delivering quality services within the limits of the program's budget and allocated FTEE's, and for the direction, adjustment, and use of all program resources. Independent ability to direct and maintain clinical processes is critical of this position to support the team who is accountable for the planning and delivery of clinical services. This Supervisory Social Worker position is responsible for quality management and improvement needs assessments, planning of activities and outcomes to routinely improve the quality of services provided as measured by SAIL, Joint Commission, VACO and best practice mandates. Personnel performance appraisals, evaluations, and applicable disciplinary actions are also critical pieces of the Supervisory Social Worker responsibilities. This position is responsible to develop and implement information systems to track service activities including visits, referrals, inpatient days (when appropriate), patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines, policies and protocols to establish appropriate utilization of services. The incumbent supervises a group of employees performing work at various VM, VN, and GS levels (e.g. psychiatrists, psychologists, counselors, social workers, etc.) and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts, CBOC involvement and efforts at other sites within the Medical Center and/or VISN. Supervises employees to accomplish the work of the organization unit. Exercise's supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Performs work related to the review, monitoring, analysis, planning and assessment of various mental health clinic programs. Responsible for key project activities related to the planning, development, and implementation of the project component. This position provides supportive counseling in the development and utilization of community resources and provides clinical services through the use of Tele-Mental Health/Tele-Home technology. This position may serve as Control Point approving official. Clinical Functions: The Supervisory Social Worker provides case assessment and psychiatric diagnosis, treatment planning, and assumes ultimate responsibility for coordination of care and discharge planning. This position provides individual, couples, and group psychotherapy services to veterans with a wide range of mental health and substance use disorders. This position maintains appropriate records including psychiatric intakes and history, treatment plans, progress notes of each psychotherapy session, and termination notes. This Supervisory Social Worker position provides crisis intervention when indicated including evaluation, assessment, triage, initiation of/support in Emergency Detention procedures, and disposition of patients experiencing behavioral health emergencies.
