This vacancy is for a Lead Budget Analyst, GS-0560-13 located in the Department of Homeland Security, U.S. Coast Guard, Budget Execution Branch, Resource Management Division, Pacific Area (PACAREA), Alameda, CA.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Performing a variety of budgetary formulation, analytical and administrative functions that require application of many different and unrelated budgetary, financial, and analytical techniques and methods Developing and coordinating estimates, plans, justifications, special exhibits, and supplementary budget information for a wide range of appropriation budget submissions. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as the Lead Budget Analyst and will be responsible for the operations of the Budget Section, provides senior Pacific Area (PACAREA) management official and staff with authoritative budget guidance and advise, interprets budgetary results for those officials, monitors budget execution and makes recommendations for budget changes to ensure efficient and effective use of available resources. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: plans, organizes and leads the operations of the PACAREA Budget Office develops annual work plans; delegates work on basis of the difficulty of assignments; set work priorities; reviews work products develops, justifies and executes the PACAREA annual budget, based on Headquarters assigned budget and resource targets verifies procurement fundings documents conform with budget and accounting policies and requirements through regularly scheduled audit reviews develops and prepares recurring and special internal management reports with timely and readily understandable information concerning financial and personnel resource status and operations provides authoritative advice and assistance to Area Field unit program and operating managers concerning application of budget estimates in the formulation of budget plans.
