This position is within the Department of Homeland Security (DHS), Assistant Commandant for Systems Integration (CG-SI), Program Executive Officer-Aviation (CG-AIR), located in Washington, DC.
To qualify at the GS- 14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience should demonstrate the following: Develops, manages, and documents short and long-range, acquisition planning activities that include multi-year work plans. Formulates, implements, and coordinates acquisition project policies, practices, methods, and organizational structure, in conjunction with other Program Managers. Analyzes and evaluates existing, new, and emerging functional acquisition requirements, operational standards, and measures of effectiveness. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Project Manager supporting sensor integration and mission system architectures in the the Aviation, Surface, Command, Communications, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR), and Robotics and Autonomous Systems (RAS) domains. The incumbent is also responsible for planning, organization, execution and coordination of the acquisition programs assigned in accordance with applicable acquisition policies and procedures and will lead an Integrated Project Team (IPT) in developing and integrating C4ISR mission systems onto airborne platforms. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Planning and initiating a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance. Determining the effects of proposed changes in legislation or regulations to assess the impact on acquisition management. Coordinating meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordinating of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules. Translating management goals and objectives into effective operations and establishes control systems, in order to evaluate progress and results. Providing products and services that meet the customer's needs within approved budget, cost, schedule, and performance criteria.
