This position serves as a member of the fire, fuels, and aviation programs staff. This position serves as a regional expert in incident business management functions pertaining to wildland fire and all hazard incidents. Specialized Experience Requirement Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience is defined as three or more of the following: Providing advice and counsel to higher-level fire management on incident business management administrative issues to include appropriation use, personnel/payroll, cost management, fire acquisition, and fire claims; and/or Evaluating the effectiveness of incident business related trainings and making recommendations to improve course materials and delivery; and/or Preparing program-related correspondence, reports, and other written materials regarding incident business and fire programs, policies, and operations; and/or Coordinating with federal, state, local government, and private industry to manage wildland fire related agreements and ensure they are current, properly utilized, appropriate, and necessary; and/or Monitoring agreements and ensuring incident payments and billings are completed and consistent with agreements. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Serve as the agency Regional Incident Business Management Specialist, performing supervisory duties 20% or less of the time.
Provide resolutions to incident related business management problems and issues during ongoing incidents.
Participate in the development of guidance, processes, and procedures with officials and staff from FS units, states and local governments, as well as other federal agencies.
Provide training and guidance to agency personnel including Forest Supervisors, Fire Management Officers, ECC Managers, and cooperators.
Identify issues, gather and analyze information, and develop advice and guidance to resolve substantive problems affecting the effectiveness and efficiency of incident business operations.
Direct and conduct review of the effectiveness of financial management and other business management practices for the fire program.
Coordinate resolutions of incident business program issues with the Regional Incident Business Coordinator and forest fire management staff.
Analyze results of incident business operations and prepares reports with recommended actions for regional consideration.
Serve as the primary advisor and technical resource to officials on cooperative fire agreements.
