Job Description:

This position is located with the Office of Information Technology within the Division of Health Information Technology and Modernization. The purpose of this position is to support the implementation of the Electronic Health Record (EHR). The incumbent reports to the Supervisory Information Technology Specialist or designee.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENTS Attention to Detail - Is thorough when performing work and conscientious about attending to detail. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS GS-13: One (1) year of specialized experience equivalent to at least the GS-12 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Develop, plan, and execute strategies for Electronic Health Record (EHR) deployment. Ensuring the following: EHR application readiness efforts, end-user training is completed, EHR interfaces/equipment are tested and functional, and maintaining an accurate accounting/inventory of device configuration activities. Develop EHR contingency plans and processes during EHR go-live efforts and fostering rapid issue resolution during go-live events; Evaluate healthcare facility staffing resources and planning for EHR go-live events. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Total Compensation Package - Check out IHS's outstanding total compensation package for this job: IT Specialist Total Compensation | Pay (ihs.gov) Electronic Health Record (EHR) Integration and Deployment Oversees: Deployment planning activities and strategies to support the implementation and deployment of the enterprise EHR to Indian Health Service/Tribal/Urban (I/T/U) sites. Current-state technical assessments for sites scheduled to adopt the enterprise EHR and collaborate with the EHR Vendor to map out potential technical designs (ex., future-state local network design mitigations) in support of EHR deployment efforts. Develop strategies to ensure EHR implementation is properly supported during EHR go-live operations. Develops: Contingency plans and processes (ex., EHR downtime policies, disaster recovery processes, etc.) to ensure continuous availability of the enterprise EHR. Governance strategies, plans, and processes necessary to meet deployment goals, objectives, and milestones. Methodology to capture EHR Lessons Learned during EHR deployment efforts to optimize future EHR deployment efforts. Coordinates with: Validation and Testing personnel to align efforts and ensure unit testing and integrated testing are completed. Test personnel to ensure new EHR is integrated with 3rd Party applications, devices, and systems and are tested and functioning properly. I/T personnel to identify and mitigate system-related functionality (infrastructure, clinical and administrative). Project Management: Serves as a project management subject matter expert (SME) and consults on unusual, complex, and/or controversial I/T and project management problems. Develops courses of action, schedules, and cost estimates using project management principles that manage resources, work progress, and monitor outcomes. Develops Statements of Work, Performance Work Statements, and acquisition documentation for purchasing equipment and services supporting EHR implementation and deployment. Collaboration and Communications: Collaborates with stakeholders to develop and analyze functional and non-functional requirements to meet mission objectives. Provides regular status reports on assigned activities. Coordinates with Enterprise Architecture program and EHR vendor on compatible approved equipment for maintaining standards.
