Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! A minimum of four years experience in more than one personnel management functional specialty, preferably NAF personnel, demonstrating an ability to plan, organize, and direct a comprehensive human resources program operation. In depth knowledge of overall personnel management practices. Skill to manage and supervise employees. Must have effective writing and oral presentation skills and ability to communicate with all levels. This is a white-collar position where occasional lifting up to 20 lbs may be required.
Responsible for managing a NAF Personnel Program which includes as a minimum four full scope technical functions such as (1) staffing (recruitment and placement); (2) position classification (pay band, crafts and trades, or comparable foreign national classification) and pay administration; (3) labor relations; (4) employee relations (performance evaluation, discipline, incentive awards, administration of various employee benefit programs); (5) employee development and training; (6) NAF equal employment opportunity; plus the full range of related clerical and administrative tasks in administering personnel records and reports. Serves as advisor to senior level executives and managerial officials in planning and executing human resources programs, labor relations strategies, and total quality leadership policies and procedures. Participates on various internal and external advisory boards, providing guidance on the impact of planned MCCS operational actions on human resources programs. Typically services a NAF staff of over 300 employees (U.S. NAF program and/or direct or indirect hire foreign national personnel in a foreign area) but fewer than 850. Technical personnel functions performed involve the full breadth of tasks associated with the function, e.g., classification of substantial number of unique pay band positions and crafts and trades positions not covered by standardized position descriptions; and advisory services to management in reorganizing position structures; active involvement in developing labor relations strategies and on-going consultations and negotiations with union officials; etc. Plan, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards.
