Job Description:
The Executive Office for Immigration Review (EOIR) seeks highly-qualified individuals to join our team of expert professionals in becoming a part of our challenging and rewarding Agency. The primary mission of the Executive Office for Immigration Review (EOIR) is to adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. In order to qualify for the Deputy Director position, you must meet the following minimum qualifications: Education: Applicants must possess an LL.B. or a J.D. degree. (Provide the month and year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.) -AND- Licensure: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the month and year in which you obtained your first license and the State from which it was issued.) -AND- Experience: Applicants must have a minimum of seven (7) years of post-bar admission legal experience including experience as a licensed attorney preparing for, participating in, and/or appealing court or administrative agency proceedings at the Federal, State or local level. Qualifying trial experience involves cases in which a complaint was filed with a court or administrative agency, or a charging document (e.g., indictment, notice of violation, or information) was issued by a court, administrative entity, a grand jury, or appropriate military authority. Relevant administrative experience includes cases in which a formal procedure was initiated by a governmental administrative body. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. In addition to the minimum qualifications listed above, you must possess the following Executive Core Qualifications and Mandatory Technical Qualifications: Executive Core Qualifications: Applicants seeking initial career appointment to the Senior Executive Service (SES) must clearly demonstrate the ability to meet the Executive Core Qualifications (ECQ's) within their two (2) page resume (any experience exceeding 2 pages will not be reviewed). Current or former SES members must submit an SF-50 and/or QRB Certification of ECQs to show current or former service in the SES. OPM's Guide to the Senior Executive Services Qualifications provides detailed information on the ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. -AND- Mandatory Technical Qualifications: Applicants must clearly demonstrate the ability to meet the Executive Core Qualifications (ECQ's) within their two (2) page resume (any experience exceeding 2 pages will not be reviewed). Current or former career SES employees, or OPM/QRB Candidate Development Program (CDP) candidates are not required to address the ECQs but MUST fully address the MTQs. In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. MTQ 1. Demonstrated skill to interpret legal cases, statutes and administrative regulations, draft regulations, write legal opinions and implement agency/organization policy and statutory requirements. MTQ 2. Demonstrated comprehensive knowledge of immigration law and procedure, with particular expertise in administrative and judicial case law and regulations to represent the agency/ organization in administrative hearings and proceedings. MTQ 3. Demonstrated skill to develop effective working relationships and partnerships consistent with EOIR's mission and goals to create a customer-service driven organization to include demonstrated decision-making, and problem-resolution. NOTE: This position is designated as SES General and may be filled by either a Career or Noncareer Senior Executive Service member. This position is located in the Office of the Director, Executive Office for Immigration Review (EOIR), U.S. Department of Justice in Falls Church, Virginia. As Deputy Director, Executive Office for Immigration Review, the incumbent serves as the Deputy Director for the agency. This position maintains the full delegated authority of the Director to manage all aspects of EOIR operations, and will be responsible for the supervision of the Chairman of Board of Immigration Appeals {BIA), the Chief of Office of the Chief Immigration Judge (OCIJ), the Chief of Office of the Chief Administrative Hearing Officer (OCAHO), and all agency personnel in the execution of their duties. Primary responsibilities include but are not limited to: Formulating and administering policies affecting the mission of EOIR. Managing the development, evaluation, and implementation of policies for agency-wide programs. Planning long-range development goals, and developing and implementing funding and resource strategies to further those goals Providing legal advice and assistance to Department leadership on important immigration issues and other topics Representing the Attorney General and Deputy Attorney General in meetings and conferences outlining the Department's immigration-related policies or program objectives Writing legal reports setting forth findings and recommending courses of action to be followed to resolve legal and policy problems Formulating, promulgating, and implementing comprehensive and innovative management programs; and Advocating for EOIR's programs, resources needs, and policy goals with various external groups, e.g., the Office of Management and Budget (0MB), the Government Accountability Office (GAO), senior officials of the Department, and other key stakeholders.
