Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, in multiple locations. This is a term position not-to-exceed 1 year and 1 day (may be extended based on the needs of the agency). Dual Compensation Off-Set Waiver for Deportation Officer Approved for Rehires: This announcement is being used to recruit CSRS and FERS annuitants on a limited basis with a waiver of salary offset (if a dual compensation waiver is requested) under certain specified circumstances not to exceed 6/30/2028 excluding annuitants with early voluntary and buyout retirements. Annuitants who are reemployed with a salary offset (dual compensation) waiver are eligible for: Full annuity and full Federal salary. Annual and sick leave (not applicable for an intermittent work schedule) Full-time work schedules. Receive overtime (on a full schedule). Overtime hours are counted towards maximum hour limitations. Administratively Uncontrollable Overtime (AUO). New hires under this authority will be offered a non-status, term appointment in the competitive service Not-to-Exceed 1 year (may be extended based on the needs of the agency). Annuitants who are reemployed with a salary offset (dual compensation) waiver are NOT eligible for: Additional retirement coverage (other than Social Security coverage). TSP Contributions. Reemployed annuitants may only receive one appointment per job series. You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Developing course outlines and lesson plan materials; Planning, developing, and implementing broad training programs, including high quality law enforcement, detention, enforcement and removal training techniques; Participating in the planning, analysis and decision-making processes for the development and delivery of training courses, while coordinating more than one activity concurrently; Providing authoritative technical expertise in this complex law enforcement topical area; and Providing professional instructional methods and theories used in a formal classroom environment. As a Deportation Officer - (Instructor, Reemployed Annuitant, ICTAP, CTAP, RPL, TERM APPOINTMENT), you will perform the following duties: Modify training program curriculum and resolve complex curriculum related problems requiring considerable research to incorporate new concepts and innovations applicable to the mission, and submit course revision recommendations for review and use; Establish and maintain professional contacts with leading educators, trainers, practitioners, researchers, and others in education and training institutions, research organizations, and law enforcement programs; Provide expert advice and assistance in current instructional technology and adult education theories, principles and practices to students, fellow instructors or managers; Develop and maintain professional collaboration, coordination, and liaison with members both external and internal to the organization, including other agencies, co-workers, supervisors and managers; and Create and maintain documentation to ensure the training program meets with existing standards, and documents program operations in relation to these standards, program design, and existing policies and procedures.
