The primary purpose of this position is: To perform duties in conjunction with the receipt, storage, and issue a wide range of standard and technical equipment; non-expendable property such as office furniture; and various supplies and services through approved Government Purchase Card (GPC) sources.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of knowledge of Government Purchase Card regulations, policies, procedures, or other instructions relating to the specific functions assigned. Knowledge of standardized supply regulations, policies, procedures, or other instructions relating to the specific functions assigned. Familiarity with one or more automated databases to enter, correct, and retrieve recurring reports, and to structure and retrieve specialized reports. Knowledge and ability to analyze problems, reconcile account statements, and resolve discrepancies. Knowledge and ability to perform a range of standard clerical assignments and to resolve recurring problems. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply regulations, policies, procedures, techniques and methods. Knowledge of and skill in operating one or more gasoline or electric powered wheeled vehicles with a GVW of up to 2000 pounds, such as pickup trucks, sedans, and electric or gas-powered carts. 2. Knowledge of policies and procedures for requisitioning and stock control. Knowledge of traffic and safety regulations, practices and procedures pertaining to motor vehicle operations to include driving off base and may include some flight line driving. 3. Knowledge of Government Purchase Card regulations, policies, procedures, techniques, and of supply regulations, policies, procedures, techniques and methods. 4. Ability to apply basic analytical methods and techniques to reconcile statements and resolve purchase problems. Ability to maintain supply records, files, or other data. Ability to communicate effectively, both orally and in writing. Ability to warehouse, receive, and distribute supplies, equipment, and services. 5. Ability to research, compile and analyze purchase information and data; receive, screen, review, verify, and maintain purchase documents; and resolve discrepancies. Ability to research, compiles, and analyzes supply information and data. Ability to interpret supply terminology ,data, standard and instructions. 6. Knowledge of entry and processing of transactions in an automated system i.e. CARE, and or G0-81. Knowledge of common clerical office procedures and routines. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Reviews request for standard and technical equipment, non-expendable property, supplies or services in terms of compliance with administrative and Government Purchase Card requirements; and adequacy of information, including item descriptions, quantity and cost. Uses the automated C.A.R.E. system to keep detailed log of purchases as well as excel spreadsheet, making log entries at time of purchase and reconciling statement in C.A.R.E. in a timely fashion as required by AFI 64-117, and then approving the statement to complete the cycle. Maintains proper inventory control of stock items, ensures adequate inventory level, inspects storage areas and replenishes items when quantity appears low. Maintain Ready Resale List for equipment items purchased with Government Purchase Card in accordance with locally established policies per AFI 64-117 and AFI 23-110V2. Performs general clerical support work maintain and annotating files providing for easy and timely retrieval/locations of material; and files materials on established schedule or as needed basis minimizing filing backlogs and delays in locating material. Provides quality customer service and establishes good working relationships with all employees and co-workers. Operates gasoline, or electric, or electric powered vehicles throughout the Aircraft Maintenance Organization, which may include driving on the flightline and off base.
