The Chief of Staff (COS) is the senior physician leader, in addition to making clinical decisions, provides direct patient care, and is actively involved in the decisions that support the management of resources for SVAHCS. The COS is the Chief Medical Officer (CMO) at SVAHCS and is responsible for developing and implementing a comprehensive healthcare delivery system tailored to the needs of the Veteran patient population served and ultimately the quality of care.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Leadership in the Chief of Staff position or similar experience. The position is located at the Salisbury VA Health Care System (SVAHCS) in Salisbury, NC, within the Office of the Medical Center Director. Serving as a member of the VISN 6 network leadership team, the Chief of Staff is accountable to the MCD in planning, organizing, coordinating and directing the patient care, education and research activities of SVAHC facilities, to include a CBOC in North Charlotte and two Health Care Centers (HCCs), located in South Charlotte and in Kernersville, NC. Promote the development of health care professionals within the Salisbury VA Healthcare System through counseling, mentoring, teaching and encouraging self assessment. Monitor and promote ,compliance with VHA regulations and professional standards and ethical conduct. Work as an Executive Leader to ensure that the Salisbury VA Healthcare System programs reflect the mission and priorities of the VHA and VA as well as take a participatory role as a leadership team member, providing counsel in defining and accomplishing the health system's mission and goals. Ensure the quality of certified professional staff being recruited and hired through a credentialing and privileging process that meets VA and Joint Commission requirements. Ensure all employees reporting under the Office of the Chief of Staff follow regulations pertaining to internal and external professional activities as well as conflict of interest considerations. Ensure appropriate systems are in place to review, analyze, and evaluate patient care activities and that corrective actions are initiated and carried out as needed, Monitor and ensure medical staff compliance with agency regulations, medical staff bylaws, Salisbury VA Healthcare System policies, pertinent Joint Commission standards, and other appropriate regulations as they apply. Create an environment of system-oriented continuous quality improvement, within which programs and quality of care effectiveness are evaluated. Ensure clinical, education, and research programs that compliment the primary mission of patient care are established, maintained, and reviewed regularly.
