About the Position: You will serve as a Program Analyst for the Real Estate Division, directing and administering the fiscal programming requirements for the Project Delivery Teams (PDTs), and providing administrative and technical oversight for financial administration of programs and automated financial data management systems for the Division.

Specialized Experience: One year of specialized experience which includes: Conducting studies, analyzing findings and making recommendations on implementation and improvements in the Automated Information Systems (AIS); Preparing and monitoring operating budget and/or making recommendations concerning budget excess or shortfalls; Developing solutions involving efficiency of work operations; Preparing project papers and staff reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Develop solutions and resolve complex financial issues using quantitative and qualitative analysis of the issue while adhering to District, USACE and the Department of Army regulations and policies.
Direct maintenance of or maintain necessary records and reference files for the Real Estate Division in respect to the military and civil funds utilized.
Correct any administrative misappropriation or over-obligation.
Establish procedures for funds control.
Advise the Branch Chief and other Division personnel about complex funding problems in any of the Division's Programs.
Attend PDT meetings, monthly funds review meetings with Project Management as well as meeting with senior Leadership in the Division and others.
