Job Description:

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. You will serve as a Program Analyst in the Undersea Weapons Department, Business & Planning Office (Code 30B) of the Naval Undersea Warfare Center Division Keyport.
TO QUALIFY FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing program data (i.e. financial, workload) to develop plans that ensure optimal project or program efficiencies. TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial data to identify inefficiencies and recommend improvements for projects. You will serve as the primary point of contact for financial matters assigned to the unique projects within the department.
You will provide financial information, analytical and evaluative advice to Customer Advocates, management and personnel at all levels concerning direct, overhead, service cost center and capital investment fund expenditures.
You will monitor execution of funds at a macro-level and initiate and recommend final billing actions on completed projects.
You will conduct detailed analyses of project performance and make recommendations for financial improvement.
You will serve as the Department liaison for one or more Customer Advocates, divisions or branches and provide oversight of financial operations to ensure fiscal control and proper execution of funds.
You will perform long-range planning activities using the approved NUWC Division Keyport workload planning process/system for assigned projects.
