This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for the WS-8800-Aircraft Overhaul Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to Lead or Supervise as an AIRCRAFT OVERHAUL SUPERVISOR. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 3. Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. Knowledge of safety regulations, practices, and procedures. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to communicate effectively, both orally and in writing. Ability to plan and organize work to include determining resources required to accomplish mission. 5. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through subordinate supervisors. 6. Comprehensive knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 3. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position. 4. This is a designated KEY position. The term "KEY" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "KEY" as defined in AFI 36-507. 5. Performs other related duties as assigned. FUNCTIONAL REQUIREMENTS: Moderate carrying (15-44 lbs). Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are IO hours per week. Hours of repeated bending are 1 hours per week. Climbing, use of legs and arms. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. The primary purpose of this position is: To serve as an Air Reserve Technician (ART) Aircraft Maintenance Unit (AMU) Chief, exercising technical and administrative supervision over subordinate supervisors and workers engaged in ground handling, servicing, inspection, condition evaluation, test and repair of assigned and transient aircraft in an integrated environment. To train reservists in the duties and responsibilities set forth herein. Duty 1 - Performs work planning responsibilities. Plans on a quarterly or longer basis the overall use of personnel and other resources in a SGF controlled through one or more levels of supervision. Duty 2 - Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines and establishes the sequence of work operations to be followed. Duty 3 - Performs administrative responsibilities. Participates with/through 2-3 levels of supervisors /employees involved in the maintenance production of a range of occupations including Electronic Integrated Systems Mechanics (AFIN and CNAD-2610), Aircraft Engine Mechanics (8602), Aircraft Electricians (2892), Aircraft Pneudraulic Systems Mechanics (8268), and Aircraft Mechanics (8852) at grades WG-10/11/12 in the development of perfonnance plans.
