This position is located at VA Eastern Colorado Health Care | Veterans Affairs. This Licensed Professional Mental Health Counselor (LPMHC) is the Program Manager of a 20-bed Domiciliary PTSD (DOM PTSD) for Veterans with PTSD related to military service. The DOM PTSD provides a specialized, complex array of psychosocial rehabilitation services.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens.) English Language Proficiency. Must be proficient in spoken and written English. Education. A master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GRADE REQUIREMENTS GS-13 Licensed Professional Mental Health Counselor Program Manager Experience. Must have at least one (1) year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. In addition to the experience Above, the candidate must demonstrate all of the following Knowledge, Skills, and Abilities (KSAs): Ability to make judgments and decisions associated with program management. Ability to monitor program outcomes using data driven quality assurance process. Ability to develop productivity standards appropriate to each service provided. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. The actual grade at which an applicant may be selected for this vacancy is GS-13. Physical Requirements: Physical demands of the work are generally minor, as the position requires sitting, standing, and walking. Some travel is required as the incumbent is required to conducted monthly active outreach in the community which may require traveling long distances. The emotional demands can be stressful in working with high-risk for suicide veteran population and their families. A high level of self-awareness is essential. Work, divided between office and clinical settings, is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items, such as books, files, or laptop computer.

This Licensed Professional Mental Health Counselor (LPMHC) is the Program Manager of a 20-bed Domiciliary PTSD (DOM PTSD) for Veterans with PTSD related to military service. The DOM PTSD provides a specialized, complex array of psychosocial rehabilitation services. The duties include but are not limited to the following: Responsible for all aspects of the clinical care and support services provided to veterans participating in the DOM PTSD. This includes full responsibility for managing day-to-day activities of the program. Makes decisions which directly affect staff and other resources associated with the DOM PTSD. The Program Manager makes decisions while exercising wide latitude and independent judgment. Responsible for strategic planning to ensure the provision of high quality, comprehensive services which address broad rehabilitative needs of Veterans with PTSD. Develops and implements short and long-tern goals and objectives consistent with the program's strategic plan. In addition to supervising staff from multiple disciplines, the Program Manager has oversight of administrative and programmatic resources, which are deployed to support program needs. The incumbent develops and implements policies and procedures to meet program goals, VHA policy and external accreditation requirements. Monitors outcomes using data-driven quality assurance processes. The incumbent implements strategies for measurement-based care and program improvement based on data analysis. Makes independent decisions and oversees complex care provided by interdisciplinary staff that provide evidence based psychotherapies for trauma. Qualified incumbents provide direct care and supervise evidence -based psychotherapies for trauma. They use outcome and utilization data for resource allocation and program evaluation. Qualified incumbents will be versed in the relevant national directives, provide clinical and administrative supervision to an array of disciplines, and independently form comprehensive quality improvement initiatives in response to safety concerns or new national directives. Work Schedule: Full-time | Monday to Friday | 8:00am to 4:30pm. Recruitment Incentive (Sign-on Bonus): Not Authorized. Permanent Change of Station (Relocation Assistance): Not Authorized.
