Job Description:
This position is located at the VA Salt Lake City Health Care System and reports directly to the Chief of Health Administration Service (HAS). The primary purpose of this position is to manage all Veteran Transportation Service (VTS) and Beneficiary Travel (BT) program activities, including patient transport, Special Mode Travel (SMT), mileage, reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers and common carrier transportation.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skills in the process of inquiry, recordkeeping and counseling principles; Knowledge of and ability to analyze and measure the efficiency, and productivity of administrative and technical aspects of the services; Ability to identify problems, gather and collect relevant data, assess the data, develop and implement ideas for improvements; Understanding of pertinent State and Federal laws, regulations, and policies pertinent to the operation of a passenger/patient transportation program and related support resources; Knowledge of Mobility Management and the knowledge and skills to perform needs assessments and assess resources within the SVAHCS catchment area; Ability to initiate collaborative working relationships with the United We Ride, State Transportation Department, regional and local governmental bodies and community providers in an efficient and cost effective manner that improves access to transportation for beneficiaries and their access to medical care; Knowledgeable of the Federal Transportation Agency's VT/CU Grant Program; Skills to successfully negotiate mutually beneficial and appropriate MOUs with VT/CU grant recipients; Knowledgeable of the American with Disabilities Act (ADA) requirements regarding ADA vehicles and all applicable statutes, regulations, and policies regarding transportation of disabled beneficiaries OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical aspects of the services; Knowledge of the mission, organization, and work processes of programs throughout the medical center; Assures analytical and evaluative work associated with line and/or program activities is performed correctly and in a timely manner; Responsible for analyzing and evaluating information pertinent to the efficient and effective operation of the Veteran Transportation Program; On-site Subject Matter Expert on VA ride scheduling software and applications within the VTS Program; Directs a program that performs patient transportation for a Medical Center involving technical, administrative and professional work; Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area; Broad knowledge of Mobility Management principles and tools OR: Education: Applicants may substitute education for the experience required for the GS-11 level. Successful completion of a Ph.D. or equivalent doctoral degree which demonstrates that an applicant has obtained the knowledge, skills, and abilities necessary to do the work OR successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree which demonstrates that an applicant has obtained the knowledge, skills, and abilities necessary to do the work. OR: Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Duties include: Provides analysis and development of the VTP policy, participates in pilot programs (homeless support, program technologies, etc.) and researches transportation alternatives. Develops management plans, procedures, and methodology. Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods, and procedures. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Analyzes and evaluates Transportation functions and activities being considered for conversion to contract operations.-Identifies resources (staffing, funding, equipment, facilities) required to support varied level of program operations. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required. Defines, plans, develops, and implements controls and procedures for the organizations in VAMC structures. Performs extensive and in-depth reviews for a more efficient and effective mission and function. Evaluates DAV resources and volunteer network in conjunction with VTS drivers and vehicles while assessing Veteran transportation needs in the catchment area. May serve as a team leader or member in developing and/or implementing improvements to the mission and function of the organization in its Program Office and at the Medical Center. Develops and implements management procedures and policies. Conducts special cost benefits analyses, studies, reports, surveys, inquiries, and evaluations. Prepares oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed; provides staff level with formal presentations. Prepares replies to inquiries from Members of Congress, other Government agencies, and VISN Offices. Point of Contact for contractors and the general public on very complex and substantive questions relating to Transportation operations and management. Represents VTP as needed, in meetings, workshops and conferences.
